About this opportunity

The San Bernardino County Regional Parks Department is seeking a concession opportunity for an Aerial Adventure Park at Glen Helen Regional Park, requesting qualified proposers to design, construct, and operate a park on approximately 3 acres of vacant land. The selected concessionaire will be responsible for developing comprehensive facilities including parking, aerial obstacles such as zip lines, platforms, bridges, beams, and swings, along with all necessary equipment and fixtures. A voluntary site walk and proposal conference is scheduled for November 20, 2025, at 11:00 a.m. PST, with an RSVP deadline of November 17, 2025. Questions must be submitted by December 4, 2025, at 4:00 p.m. PST, and proposals are due February 6, 2026, at 4:00 p.m. PST through the County's electronic procurement system. The contract will have a maximum term of ten years, with potential extensions based on performance. Evaluation criteria include qualifications and experience (20%), financial review (20%), technical review (30%), proposed revenue (15%), references (5%), and interview/presentation (10%).

The procurement allows for a local preference policy providing a 5% preference for local vendors meeting specific criteria. Proposers must establish a minimum annual lease fee of at least $250 or 9% of gross income, whichever is greater, with monthly payments due by the tenth of the following month. All contractors must comply with California prevailing wage laws and maintain comprehensive insurance coverage, including $1,000,000 general liability and $5,000,000 environmental liability. Contractors and subcontractors must be registered with the California Department of Industrial Relations for public works projects and submit certified payroll records to the Labor Commissioner. The County reserves the right to reject any or all proposals and terminate the RFP process at any time. The concessionaire will bear all costs associated with design, engineering, construction, permitting, insurance, licensing, maintenance, utilities, and daily operations, with gross income calculations including all revenue generated from the concession.
