About this file

This is Amendment 1 to Request for Proposal No. PARKS26-PARKS-6129 issued by the San Bernardino County Purchasing Department for a Glen Helen Regional Park Concession Opportunity to develop and operate an Aerial Adventure Park. The RFP was released on November 14, 2025, at 10:00 AM PST, with a voluntary site walk and proposal conference scheduled for November 20, 2025, at 11:00 PM PST. The deadline for submission of questions was December 4, 2025, at 4:00 PM PST. The proposal submission deadline was extended from January 9, 2026, to February 6, 2026, at 4:00 PM PST to allow proposers adequate time for comprehensive proposal development. Tentative proposal selection is anticipated for March 2026. The concessionaire will be responsible for constructing and operating an aerial adventure park facility with associated parking, utilities connections, and amenities within the Glen Helen Regional Park premises.

The County will provide topographical surveys, geotechnical reports, soil testing data, and utility maps currently available; the concessionaire is responsible for any additional studies and their associated costs. A Master Plan completed in 2025 prescribed a maximum 3-story structure height, with engineer-identified alternatives requiring consideration of wind and weather conditions. Park entrance fees are mandatory for all park visitors, including aerial adventure park guests, with no County-mandated exemptions or discounts for specific groups. Gross income for lease payment and revenue share calculations includes all revenue generated from the concession. The concessionaire will be responsible for metered water costs at the site and will receive first right of refusal for expansion into adjacent park areas. Limited annual park closure days and occasional full park buyouts for amphitheater concerts may require operational restrictions without compensation reimbursement. Parking requirements and setback distances will be negotiated based on facility design and layout coordination with County staff.

Questions and Answers

1. Regarding the utility requirements in Section V.B.2.d (telephone, internet, solid waste, metered electrical, gas, water and sewer), will the County provide existing utility stub connections at the

Premises perimeter, or must the concessionaire install utilities from the County infrastructure main line? If installation is the concessionaire’s responsibility, are there any County-provided utility surveys or plans showing existing infrastructure locations?

Utility lines are available and maps can be provided to location, but concessions would be responsible for connecting to lines. A site walk can be completed if needed.

2. Section V.B.2.a requires the concessionaire to construct “parking” as part of improvements. May the concessionaire utilize the existing parking facilities currently available in Glen Helen Regional Park, or must dedicated parking be constructed exclusively within the Premises? Is there guidance on required parking capacity?

Parking must be provided but the number can be negotiated and overflow parking in existing

Park parking can be negotiated.

3. What are the specific emergency vehicle access requirements for the aerial adventure park? Are there required turnaround areas, minimum road widths, or other constraints that would affect pole placement and facility layout?

None specifically but a site walk would be needed and projected footprint to accurately assess.

4. Are there height restrictions or vertical constraints that limit the maximum height of poles and overhead structures for the aerial adventure park?

A Master Plan was completed in 2025 that prescribed a 3 story structure. If additional height is needed an engineer would need to identify the height taking into consideration the wind and weather that may occur.

5. Will the County provide topographical surveys, geotechnical reports, or soil testing data for the

Premises? If not provided by the County, is the concessionaire responsible for obtaining and funding these studies?

Yes, the County will provide all reports that we have. Any additional reports would need to be paid for by concession.

6. What environmental compliance permits or studies are required (CEQA documentation, Phase I environmental assessment, soil testing, etc.)? Who is responsible for funding and obtaining these permits?

The County will provide all reports that we have. Any additional reports would need to be paid for by concession.

7. Section V.B.2.f indicates that park fees will be determined through a meet and confer process based on comparability. Are there any County-mandated tee exemptions or discounts for specific groups

(such as school groups, seniors, County employees, or underserved populations)?

None.

8. Does Glen Helen Regional Park charge a general park entrance fee for visitors? If the park charges an entrance fee are aerial adventure park guests required to pay both the park entrance fee and the aerial park fee, or does the concessionaire receive an exemption or allocation of entrance fees for its customers?

Yes, everyone the enters the Park must pay an entrance fee due to having access to the entire Park.

9. Section V.B.2 requires shared facilities and amenities usage. If the concessionaire uses County provided restrooms, water, electrical, or waste services, are there usage fees or how are those costs allocated to the concessionaire?

Anyone that pays an entrance fee may use all Park restrooms. Concession would be responsible for metered water at their site.

10. For purposes of calculating the minimum lease payment and revenue share percentage under

Section X.A.38.a what is included in “Gross Income”? Specifically, does gross income include or exclude: retail merchandise sales, discounted group packages, food and beverage sales (if applicable), insurance reimbursements, facility rentals to third parties, or other revenue sources?

Groos income would be considered all revenue generated.

11. Does the concessionaire have expansion rights to adjacent areas within Glen Helen Regional Park?

Does the concessionaire have first refusal rights if additional acreage becomes available for aerial adventure park expansion?

No, other lease holders have rights to parts of the Park that cannot be used. Yes, first right of refusal can be granted. Other parts of the property can be discussed during contract negotiations.

12. Are there blackout periods or constraints on construction activity due to amphitheater events, park closures, or seasonal operations that would affect the construction schedule? If so, what are the anticipated closure dates and frequency?

Yes, there are only a limited number of park closure days each year, and the Amphitheater also conducts a small number of full park buyouts and closures for concerts. During these closure dates, there will be opportunities to collaborate with other concessions and with Regional Parks.

13. When special events occur at Glen Helen Regional Park (such as amphitheater concerts, Glen Helen

Raceway events, or the Sheriff’s Rodeo), must the aerial adventure park close or restrict its hours of operation? How frequently do these events occur, and how much advance notice is provided? Are

Request for Proposal there any contractual provisions for compensation or revenue adjustments if the concessionaire is forced to close or significantly reduce hours due to park-wide events?

Yes, there are only a limited number of park closure days each year, and the Amphitheater also conducts a small number of full park buyouts and closures for concerts. During these closure dates, there will be opportunities to collaborate with other concessions and with Regional Parks. During park closures there would be no compensation reimbursements.

14. The current proposal deadline of January 9, 2026 requires detailed engineering, financial analysis, and proposal development during the Christmas holiday period. Would the County consider extending the submission deadline to allow qualified proposers adequate time to prepare comprehensive proposals?

Yes, we can move the date to February 6th 2026.

15. Are there required setbacks or minimum distances that poles, platforms, and other aerial adventure park structures must maintain from the Premises perimeter boundaries? Are there specific setback requirements for proximity to Glen Helen Park Road, the Amphitheater, or adjacent park facilities?

This would be based on the footprint and layout of the design. Your design team and engineer would need to determine this in coordination with the County.
