About this opportunity

The Missouri Department of Natural Resources (DNR) has issued an Invitation for Bid (IFB24001803) for a comprehensive concession operation at Johnson Shut-Ins State Park in Reynolds County, Missouri. The procurement seeks a vendor to develop, equip, operate, and maintain a multi-service concession that includes six full-service cabins currently under construction, along with retail, food and beverage, vending, laundry facilities, and locker and shelter rental services. Optional additional services include bike rental and mobile food service. Vendors must submit completed exhibits (Exhibits A through M) including pricing pages through the MissouriBUYS system by August 5, 2024, at 1:00 PM CDT. A mandatory pre-proposal conference and site tour is scheduled for July 16, 2024, at 10:30 AM Central Time at the Black River Center classroom/meeting room, which will allow potential bidders to inspect the concession operations site. The Department reserves the right to accept or deny any additional services proposed beyond the base requirements, and vendors are expected to maintain the concession facilities in a clean, safe, orderly, and inviting condition.

The IFB does not specify any set-aside designations or specific restrictions on which organizations can respond, indicating the opportunity is open to all qualified vendors. No information is provided about incumbent vendors or existing infrastructure beyond the six cabins currently under construction. The solicitation uses Free On Board Destination delivery terms, with payment terms to be specified by the vendor. While the documents reviewed do not provide a specific estimated contract value or budget range, the comprehensive nature of the concession operation suggests a potentially significant financial opportunity. Vendors will be responsible for developing and operating a full-service concession that includes lodging, food service, retail, and optional recreational services, with the expectation of generating revenue while providing amenities to park visitors. The contract period appears to run from July 5, 2024, to August 5, 2024, though potential for renewal or extension is not explicitly detailed in the available documentation.
