About this opportunity
The Florida Department of Law Enforcement (FDLE) is seeking to enter a single-source contract with GCOM Software, Inc. to provide maintenance, operational, and technical support services for Florida's Computerized Criminal History (CCH) system. The CCH system is the central repository of criminal justice information maintained by FDLE. The contract will include preventive maintenance, remedial maintenance, configuration management, systems administration, performance tuning, and application software support for the CCH system. FDLE has determined that GCOM Software, Inc. is the sole supplier capable of providing end-to-end support for the CCH system, as the key application software is proprietary to GCOM. The estimated value of the contract is $17,000,000 over an approximate 5.5-year term. FDLE is providing the required 15-business day notice of its intent to enter this single-source contract in accordance with Florida Statutes.
This opportunity is not a request for bid or proposal, but rather a statutorily mandated notification of FDLE's intended single-source procurement. As such, there are no set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor, GCOM Software, Inc., has been identified as the sole source for the required services due to the proprietary nature of the CCH system application software. There is no existing infrastructure or technology that requires integration, as GCOM Software, Inc. will be responsible for the full scope of maintenance and support services.
