About this opportunity

The City of Green Bay Metro Transit is seeking a comprehensive Computer Aided Dispatch and Automatic Vehicle Location (CAD/AVL) system through RFP 2022-27, targeting a turn-key, cloud-hosted solution for tracking approximately 30 buses in real-time. The procurement requires a system with mobile data terminals, automatic voice annunciation, automatic passenger counters, and integration capabilities with existing Genfare farebox systems, Twin Vision, Luminator, and Hanover signage. Key deliverables include real-time GPS tracking, static and dynamic GTFS data accessibility, and system functionality across multiple vehicle types, primarily GILLIG and New Flyer models from 2011-2022. The RFP was issued on June 3, 2022, with questions due by June 9, vendor questions addressed through three addenda, and proposals due on June 30, 2022, at 2:00 PM Central Time. Evaluation criteria will assess company experience and qualifications (15 points), compliance with scope of work (25 points), customer service and support (20 points), vendor interviews and demonstrations (20 points), and pricing (20 points), with an intended implementation deadline of April 1, 2023.

The procurement is partially funded by Federal Transit Administration (FTA) assistance, which triggers various federal procurement regulations including disadvantaged business enterprise (DBE) requirements and Buy America provisions. Vendors must have a minimum of five years of CAD/AVL experience, appropriate manufacturer certifications, and maintain specific insurance coverages, including $1,000,000 in General Liability and Business Automobile coverage. The current CAD/AVL vendor is DoubleMap/Transloc, and the new system must integrate with existing GFI Odyssey fareboxes and e-fare readers. While no specific budget has been established, the City seeks the best available solution and requires vendors to provide detailed pricing for the core system, spare equipment, and ten-year maintenance projections. Optional pricing must be submitted for additional automatic passenger counters, on-board next-stop signs, and outdoor signage. The procurement allows for potential phased implementation if full deployment cannot occur by the April 1, 2023 target date, with the City reserving the right to negotiate terms, award to multiple vendors, or reject all proposals based on funding availability.
