About this file
This is Addendum 1 to RFP 2022-27 issued by the City of Green Bay Metro Transit for a Computer Aided Dispatch and Automatic Vehicle Location System. The addendum clarifies specifications and addresses vendor questions regarding system requirements and implementation. The RFQ is due June 30, 2022, by 2:00 pm CT, with an April 1, 2023, go-live deadline. The system must integrate with existing GFI Odyssey fareboxes and e-fare readers, track traditional and promotional passenger categories through automatic passenger counters, and provide real-time data sharing capabilities with a separate on-demand service vendor. The project encompasses approximately 30 buses across multiple vehicle types (primarily GILLIG and New Flyer models from 2011-2022), requiring integration of onboard infotainment systems, five outdoor wayside passenger information signs, voice annunciation capabilities in English and Spanish, stop request integration, and in-vehicle cameras with GPS, time, location, route, driver, and vehicle metadata. Installation will occur in the Metro's garage with approximately 10 vehicles available daily, and training is required for approximately 10 dispatch staff, 10 reporting staff, 10 operations staff, 12 administrative staff, 12 maintenance staff, and 30 drivers, conducted in Green Bay, Wisconsin.
Vendors must submit pricing as separate line items for the core system and 10% spare equipment (two spare units), with consideration given to phased implementation timelines if full deployment cannot occur by April 1, 2023, provided vendors submit detailed activity charts with timelines. The City is tax-exempt and will provide a tax exemption certificate. No preliminary budget has been established, as the City seeks the best solution available. The current CAD/AVL vendor is DoubleMap/Transloc, and ridership is currently tracked through the GFI farebox system. The agency operates a combination of fixed routes with set schedules, headways, and deviated pickups, utilizing blocks and interlines. Vendors must acknowledge receipt of all addenda in their bid documents; failure to do so may result in proposal rejection.

Answer: All traditional fare categories in addition to a few free and promotional ones.
Question # 2: Regarding specification 2.c; Q: What metadata does Green Bay Metro anticipate required by the selected camera system?
Answer: Date, time, and location as a minimum. Supply standard metadata that you provide. GPS (Speed will be a function of the GPS) Time Work/Block ID Driver ID Route ID Route Name Vehicle Direction (Example inbound outbound) Stop ID Stop Name Ontime.

Question # 4: Regarding specification 6.c; Q: Is Green Bay Metro requesting a complete on demand scheduling system or merely the ability to build and display on demand zones where applicable?
Answer: No, on demand services are provided by a separate vendor. GBM is looking for the ability to display demand zones where applicable and to share real time fixed route data with demand service vendor and to be available for Google, not just static data. Intent is for rider experience to be seamless between two services.
Question # 5 Will the City consider extending this RFP?
Answer: No. Due to current services, it is vital to stay on schedule in order to complete project on time.
Question # 6: Please elaborate on the existing Hella APCs – should vendors either include propose an integration or a replacement, or can these units operate independently from the in-vehicle hardware?
Answer: Current APCs cannot operate independently. Provide best solution.
Question # 7 Elaborate on the April 1, 2023, deadline for Go-Live – if this does not contract until August or later, that leaves fewer then 8 months to implement a full CAD/AVL system with Passenger Information solutions and Infotainment signs. Is this a hard date, or will the agency accept an implementation where i:\deptdata\finance\purchase\quote summaries\2022\2022-27 transit avl gps tracking system\2022-27 addendum 1.docxPage 2 of 5 only the CAD/AVL is ready prior to this date with Passenger Information and Infotainment signs can be delivered near to or shortly after the April deadline.
Answer: Submit as recommended or needed and consideration may be given if reasonable. With your submittal provide a chart of activities with timelines.
Question # 8: Elaborate on the “categories” of the number and types of passengers or “rider types” counted by APCs. What are some examples of these categories?
Answer: Passenger types are considered traditional with a few free and/or promotional ones. Provide the capabilities your product can offer.
Question # 9: Elaborate on which fareboxes the City wants vendors to integrate to?
Answer: GFI Odyssey boxes and e-fare readers.
Question # 10: Elaborate on the 5 outdoor signs to display real time bus information, does the City want a specific sign type? E-Ink, wayside digital, wayside LED, upright kiosks? Etc. – please provide a specific answer to allow vendors to price out what the City needs.
Answer: Provide best solution for our area and climate. Wayside, and possible solar option. The intent is to have them located at various transfer points throughout the community to provide up to date information for riders.
Question # 11 Would the City accept a solution that is not HTML5 on the web for access?
Answer: Web access is preferred, but other options may be considered. GBM is looking for the best solution.
Question # 12 Do your agency’s fixed routes operate on a set schedule, headways, deviated pickups, or a combination thereof?
Answer: Combination.
Question # 13 Do your agency’s fixed routes operate blocks/interlines?
Answer: Yes.
Question # 14 It is our understanding that when the RFP indicates that the system MUST perform a function, the vendor assumes that this is required functionality. When the RFP indicates that the system SHOULD perform a function, the vendor assumes that this functionality is not required, but is desired.
Does this align with your agency’s intent with regard to your RFP?
Answer: Yes. When you cannot meet the specification, please take exception on your submittal.

Question # 16 How do you currently dispatch vehicles?
