About this opportunity
The State of Maine, Bureau of General Services, is soliciting bids for compressed air equipment purchase with optional installation services for the MMA-Limestone Facility (Building No. 7230, Limestone, Maine, Project #1785), with bids due December 15, 2011 at 2:00 p.m. local time.
The scope includes supply of a complete compressed air system: two refrigerated air dryers (750 SCFM capacity, 36–48°F pressure dew point), coalescing filters (0.1 micron and 0.01 micron rated at 800 SCFM), one flow control valve (150–2600 SCFM, 1 PSI pressure accuracy), condensate treatment and oil/water separator equipment, a 2,500-gallon compressed air receiver tank, 12 point-of-use breathing air filters, and carbon monoxide monitoring equipment. Compressed air piping runs within the compressor room to a manual emergency shut-off valve located six inches outside the room wall. Two Ingersoll Rand Model R110N 150HP compressors are provided separately under another contract and are excluded from this scope.
Bidders must be certified to test and certify breathing air quality per OSHA 29 CFR 1910.134D and CAGI G-7.1-1989 Grade "E" standards, and must be capable of servicing all equipment supplied. The award will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery dates, lead time, and overall economy. Bidders must submit unit prices for each item, prepaid and inclusive of all transportation and freight to destination, without federal or Maine state sales tax. Cash discounts of 20 days or more are considered in evaluation. In case of tied quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope includes 16 hours of onsite start-up and installation support, one day of operator training, air quality certification testing per OSHA standards, and assistance with an Efficiency Maine Custom Compressed Air Application submission. Debarment certification and EPLS screening are required. Bidders must furnish material safety data sheets for hazardous chemicals per Maine law and provide certificates of conformance and data sheets for all equipment.
