About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for completely built and assembled compact utility vehicles under RFQ 551900, with quotes due October 23, 2026 at 3:00 PM EST through the Bonfire Supplier Portal.

Respondents must be manufacturers or authorized sales and service facilities with at least five years of proven experience manufacturing equipment of the specified type and size, and must provide a list of at least ten equipment users in the Midwest region. The City prioritizes procurement of zero-emission, hybrid, or low-emission vehicles meeting advanced emissions and fuel-efficiency standards.

The procurement seeks approximately five four-wheel-drive, enclosed-cab compact utility vehicles with detailed dimensional and performance specifications including 23 horsepower three-cylinder liquid-cooled diesel or environmentally friendly equivalent engine, 1,300-pound towing capacity, 10-inch ground clearance, and 13.5-foot turning radius or tighter. Each vehicle requires a hydraulic cargo box with factory-installed dump system, front-mounted rotary broom attachment, and vehicle-mounted material spreader with in-cab control. Rollover Protective Structure must meet SAE J2194 and OSHA 1928 standards. All vehicles must be new, manufacturer's latest model, delivered washed and prepped for service with stickers removed.

The resulting contract will be a Professional Services Contract with an initial one-year term and renewal options subject to Detroit City Council approval. Pricing shall be F.O.B. Detroit, Michigan, with delivery to the City's General Services Division Vehicle Control Center at 8221 West Davidson, Detroit, MI 48238. All vendors must provide complete one-year warranty, full maintenance repair packages at no cost to the City, factory inspection prior to shipment, complete operating instructions and service manuals, and minimum eight hours of free mechanics training. Insurance requirements include Workers' Compensation (Michigan statutory limits), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Automobile Liability ($1,000,000 combined single limit).

The City attached a Priority Hiring Letter template encouraging respondents to partner with Detroit at Work for Detroit resident workforce engagement. Questions are due October 19, 2026 at 3:00 PM EST. The City reserves the right to accept or reject any or all quotes, waive non-conformities, re-advertise, withhold awards, or cancel the RFQ entirely.
