About this opportunity
Boulder County, Colorado is seeking vendors to design, construct, install, maintain, and operate a comprehensive electric vehicle charging infrastructure project through a Request for Proposals (RFP) funded by the U.S. Department of Transportation's Federal Highway Administration Charging and Fueling Infrastructure (CFI) discretionary grant program. The project aims to install 70-90 electric vehicle charging stations across the county, with a focus on Level 2 and DC Fast Charging stations primarily targeting low- and moderate-income neighborhoods, rural areas, and multifamily housing locations. Vendors will be responsible for providing a turnkey solution, including site assessment, installation, and ongoing maintenance with a requirement to achieve greater than 97% station uptime and high user satisfaction rates. The RFP requires vendors to comply with National Electric Vehicle Infrastructure (NEVI) Standards and federal funding requirements, with proposals due on September 26, 2025, and anticipated award notifications on October 24, 2025. The project has a projected start date of December 1, 2025, with a minimum five-year operational period and stations expected to be fully in service by July 31, 2028.
The procurement prioritizes disadvantaged and disproportionately impacted communities, mandating that a minimum of 40% of the infrastructure serve these areas. Boulder County plans to select up to four vendors, with each vendor required to provide matching contributions and offer services across different operations and maintenance categories. The total project budget is $6,316,000, with federal funding covering 80% ($4,900,000) and local government match estimated at $229,000, leaving $1,187,000 to be contributed by selected vendors. Eligible respondents must be prepared to meet comprehensive insurance requirements, including Commercial General Liability, Workers' Compensation, and Professional Liability coverage, with Boulder County named as an additional insured. The project emphasizes workforce development, particularly for underrepresented groups in electric vehicle infrastructure jobs, and aligns with Boulder County's Sustainability, Climate Action & Resilience Plan and the State of Colorado's Greenhouse Gas Pollution Reduction Roadmap.
