About this file

This document is a Pricing Bid Template for DC Fast Charging Stations issued by Boulder County, Colorado, as part of a Request for Proposal (RFP) for community electric vehicle charging infrastructure. The RFP seeks vendors to design, construct, install, maintain, and operate four DC Fast Charging ports within Boulder County, with specific requirements including CCS Type 1 connectors, networked capabilities, and compliance with National Electric Vehicle Infrastructure (NEVI) standards. The project will involve comprehensive services from pre-construction site assessment through installation and ongoing operations, with final charging station locations to be determined after vendor selection.

The project is federally funded through the U.S. Department of Transportation's Charging and Fueling Infrastructure (CFI) discretionary grant program, authorized under the Bipartisan Infrastructure Law. The pricing template requires detailed cost breakdowns across five key categories: pre-construction planning, equipment purchase, installation, operational costs, and other potential expenses like battery storage. Vendors must provide unit costs and total costs for a four-port charging system, including equipment, labor, networking fees, maintenance, electricity costs, and warranty expenses. The goal is to create community charging stations with high user satisfaction and over 97% station uptime, with vendors responsible for ensuring safety, reliability, accessibility, and convenience while meeting all federal funding compliance requirements.

Attachment 2 - Pricing Bid Template for DC Fast Chargers Please provide a detailed list of costs associated with designing, installing, and operating four DC Fast Charging ports in Boulder County. This includes all necessary phases: pre-construction, installation, and ongoing operations.

System Overview

· Ports: Four DC Fast charging ports (power level must meet NEVI standards and requirements)

· Connectors: CCS Type 1, permanently attached

· Networked: Yes

· Location: Final sites to be determined within Boulder County. These are community charging stations, not Alternative Fuel Corridor (AFC) stations.

Cost Breakdown - Four Networked DC Fast Charging Ports Please use this template to describe the items, unit cost, and total cost to implement the project described in the RFP Scope of Services.

Site host locations will be finalized after vendor(s) are selected for award. Therefore, the applicant’s budget must describe costs on a per unit basis, and then calculate the total overall cost of four DCFC charging ports.

Boulder County is providing applicants with this template to ensure the selection committee can review consistent budget information in all applications. The applicant must include the cost for each item (both equipment and labor) listed in the tables below. However, applicants are encouraged to modify the template to add any costs that are missing and necessary to be responsive to the requested services in the RFP. Please include the costs for items of equipment, hardware, accessories, parts, construction materials, and software as well as hourly labor rates.
