About this file

This document is a Pricing Bid Template for Level 2 Electric Vehicle (EV) Charging Infrastructure for Boulder County, Colorado, prepared as part of a Request for Proposals (RFP) for community EV charging infrastructure. The project involves designing, installing, and operating four networked Level 2 EV charging ports with SAE J1772 connectors, with final site locations to be determined within Boulder County, prioritizing shared parking areas at multifamily properties. The project is funded through the U.S. Department of Transportation's Federal Highway Administration Charging and Fueling Infrastructure (CFI) discretionary grant program, authorized under the Bipartisan Infrastructure Law.

The bid template provides a comprehensive breakdown of costs across five key categories: pre-construction (planning and design), equipment purchase, installation, operational costs, and other potential expenses. Vendors are required to provide detailed unit and total costs for each phase, including site assessments, engineering, permitting, equipment, electrical work, installation labor, networking fees, maintenance, and ongoing operational support. The RFP mandates that selected vendors provide a turnkey solution with high user satisfaction rates and over 97% station uptime, while also ensuring compliance with federal funding requirements, including National Electric Vehicle Infrastructure (NEVI) Standards. Vendors must be prepared to guide site hosts through the entire process from assessment to installation and maintenance.
