About this opportunity

The City of Bend, Oregon is soliciting sealed bids to establish one or more price agreements for the supply of commercial grade concrete (CGC) on an on-call basis under solicitation number 26-3407. The initial contract term will be one year with options to extend for up to four additional years, not to exceed a five-year total term. The procured concrete must comply with the 2021 Oregon Standard Specifications for Construction and the City's Special Provisions, featuring two primary mix designs: one for curb applications and one for flat work surfaces including sidewalks and driveways. Both mixes require a 6.1 sack concrete composition with 574 pounds of cement per cubic yard, minimum compressive strength of 4,000 psi, a 0.45 water-to-cement ratio, 6.0% air entrainment, and F-100 fiber at 0.5 bag per yard. Concrete placement is permitted when ambient air temperature is at least 35 degrees Fahrenheit, with specific cold weather procedures required for temperatures between 25 and 35 degrees Fahrenheit. Suppliers must deliver product to the job site within a maximum of 80 minutes after batching and provide 24-hour notice for scheduled deliveries, with pricing established on a per-cubic-yard basis measured through accepted delivery tickets. Quality control is mandatory, requiring technicians with CSTT and QCT technical certifications to perform acceptance sampling and testing of both plastic and hardened concrete. Sealed bids are due May 8, 2026, at 2:00 p.m. via the City's eProcurement Portal on bonfirehub.com, with virtual bid opening available through Microsoft Teams or phone conference. The contract will be awarded to the lowest responsible bidder capable of meeting delivery requirements.

Bidders must certify compliance with Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, Oregon Workers' Compensation Law, and prevailing wage requirements under ORS 279C.800 to 279C.870, along with Oregon's resident bidder status requirements as defined by ORS 279A.120. Contractors must maintain commercial general liability insurance of $2,000,000 per incident, commercial automobile liability insurance of $2,000,000 combined single limit, workers' compensation insurance as required by Oregon law, and pollution liability insurance of $2,000,000 per loss and in aggregate, with a Performance and Payment Bond required if applicable. Bid prices shall remain firm for the first year, with rate increases in subsequent years limited to the lesser of the contractor's published rate increase or the Consumer Price Index for the West region, subject to City approval through contract amendment. The City estimates a total contract value not to exceed $900,000 over the full five-year term but does not guarantee any minimum quantity of work due to the on-call nature of services; final payment will be based on actual quantities furnished and accepted. The City retains the right to terminate the contract with 30 days' notice or immediately for cause, including failure to perform or loss of required licenses. No pre-bid conference will be held, and the City will pay all undisputed invoiced amounts within 30 days of receipt.
