About this file
This is a technical specifications exhibit for a Commercial Grade Concrete (CGC) price agreement established by the City of Bend, Oregon. The City is seeking sealed bids to establish one or more price agreements for the supply of Commercial Grade Concrete on an on-call basis. The initial term of the awarded price agreement(s) will be one year with options to extend for additional terms, not to exceed a total of five years. The specifications reference the 2021 Oregon Standard Specifications for Construction as modified by the City of Bend's Special Provisions and detail two primary concrete mix designs: one for curb applications and one for flat work surfaces such as sidewalks and driveways. Both mixes require a 6.1 sack concrete mix (574 lb. cement) with a minimum compressive strength of 4,000 psi, 0.45 water-to-cement ratio, 6.0% air entrainment, and F-100 fiber at 0.5 bag per yard. Concrete placement is permitted when ambient air temperature is at least 35°F, with specific cold weather procedures required for temperatures between 25°F and 35°F, including the use of hot water to maintain placement temperatures of at least 55°F and potential use of non-chloride accelerators.
The City estimates a total contract not-to-exceed amount of $900,000 over the full five-year term but does not guarantee any quantity of work due to the on-call nature of the services. Pricing is established on a per-cubic-yard basis, with quantities measured and established through accepted delivery tickets. The contract price shall constitute full compensation for furnishing CGC to the project site, with adjustments made only for City-ordered additions to the mix for which pricing is included in the contract. Quality control is mandatory, requiring technicians with CSTT and QCT technical certifications to perform acceptance sampling and testing of both plastic and hardened concrete. Concrete failing to meet minimum strength requirements must be removed and replaced at the contractor's expense, unless the Engineer determines the concrete is suitable for its intended purpose, in which case a price reduction may be negotiated instead.

00440.13 Field-Mixed Concrete - CGC mixed Work items listed in 00440.14(a) may be field-mixed conventionally, or by volumetric/mobile mixers conforming to ASTM C685. When approved, concrete sidewalks, concrete driveways, and other flat concrete surfaces may be field-mixed using volumetric/mobile mixers conforming to ASTM C685.
00440.14 Acceptance Sampling and Testing:
(a) General - Acceptance sampling and testing will be based on samples obtained at the site of placement from the discharge of the delivery vehicle. All sampling and testing shall be performed by a QCT.
Work Item Section Bollards Electrical Conduit Backfill Fence Post Footings Hydrant Thrust Blocks Irrigation System Thrust Blocks Mailbox Support Footings Outlet Protection Blocks Perforated Steel Square Tube Sign Support Footings
(b) Delivery Tickets - Send a delivery ticket with each load of CGC recording the source, Day, time of batch, size of load, and quantity of individual constituents in the load. Delivery tickets are not required for field-mixed concrete except when volumetric/mobile mixers are used.
(c) Plastic CGC - Acceptance of plastic CGC will be based on tests performed by the QCT according to the MFTP and 00440.12.
(d) Hardened CGC - Acceptance of the hardened CGC will be according to 00440.12. Cast one set of cylinders per 20 cubic yards, with a maximum of one set per Day.
00440.15 Quality Control - Provide quality control according to Section 00165.
00440.30 Quality Control Personnel - Provide technicians having CSTT and QCT technical certifications.
00440.40 Construction, General:
(a) Mixing - Mix CGC to the extent that ensures a uniform distribution of materials throughout the mixture.
(b) DELETE
(c) DELETE
(d) DELETE and REPLACE with the following:
Concrete is to be placed when the air temperature in the work zone is at least 35F. All concrete placed below 35F shall be approved under the following prescribed cold weather concrete plan:
- Concrete may be placed when the ambient air temperature is 25F and rising, and the projected day time temperature high will be above 35F for 2 days (unless otherwise approved by the City Engineer);
- Concrete shall not be poured below 25F;
- Concrete may not be poured on frozen ground;
- If subgrade is frozen, all frozen material must be removed and new compacted base must be placed before concrete is poured;
- Concrete subgrade must be inspected by the City prior to placing concrete;
- At a minimum, ambient temperatures from 30F to 40F hot water will be used to maintain concrete temperatures not less than 55F at placement;
- At a minimum, ambient temperatures from 25F to 30F hot water will be used to maintain concrete temperatures not less than 55F at placement and 1% non- Chloride accelerator;
- Provide batch tickets to City Engineering Inspector;
- The City may require the use of a Hi/low thermometer to record the temperature of the placed concrete for 7 days. Concrete must be maintained at 40F during this time;
- If concrete temperature falls below 40F the City may choose to have the concrete removed and replaced at the contractors/permittee expense, and;
- Prevent concrete from freezing for 7 calendar days after concrete is placed;
- At a minimum cover all concrete at night if the seven day forecast shows a potential for freezing. It is up to the contractor to determine the best practice for protecting the concrete.
Alternate cold weather concrete plans may be submitted for review but approval is at the City’s discretion.
(e) DELETE
00440.41 General Surface Finish - DELETE
00440.42 Replacement or Price Reduction - Remove concrete represented by cylinders that fail to meet the minimum strength requirement and replace at no additional cost to the Agency. If the Engineer determines that the low-strength concrete is suitable for the purpose intended, the Contractor may accept a price reduction established by the Engineer instead of removal and replacement.
00440.80 Measurement - No measurement of quantities will be made for CGC. Quantities will be established by accepted delivery tickets provided as noted above.
00440.90 Payment – The accepted quantities of CGC will be paid for at the contract unit price for CGC. The price per cubic yard shall be full compensation for furnishing CGC to the project site.
Adjustments to the per cubic yard price will be made for additions to the mix ordered by the City for which pricing is included in the Contract. No separate or additional payment will be made for admixtures not ordered by the City and for which pricing is not included in the Contract.
