About this opportunity

Dallas Independent School District (DISD) is soliciting a Request for Proposal (RFP) for commercial and light commercial washer, dryer, and ice machine equipment and services to support district-wide athletic programs, campuses, and facilities on an as-needed basis. The procurement seeks vendors to provide new equipment, installation services, preventive maintenance, and repair services for commercial-grade washers and dryers ranging from 35 to 120 pounds, and ice machines with modular capacities between 400 and 1,200 pounds. Required equipment specifications include manufacturer warranties covering structural parts, wear-and-tear components, and labor costs, with vendors expected to provide post-warranty maintenance, emergency repair services with 24-hour response times, routine inspections, and proper equipment disposal. The contract term is structured as a three-year initial agreement with two successive one-year renewal options, not to exceed five years total, with a requirement for ninety days' written notice prior to expiration if either party does not intend to renew. The proposal is due on December 18, 2025, and will be evaluated using best value criteria including purchase price, vendor reputation, quality, extent of meeting District needs, past relationship with the District, and other relevant factors.

The RFP includes a Small Business Enterprise (SBE) program with an aspirational goal of 30 percent participation for goods and services contracts. Vendors can demonstrate SBE participation through certified subcontractors or by submitting Good Faith Effort documentation, with the SBE evaluation component carrying up to 20 percentage points across five scoring categories. The District recognizes certifications from multiple agencies, including the Small Business Administration, Texas Department of Transportation, and Texas Comptroller of Public Accounts. The procurement is issued in accordance with Title 2 of the Code of Federal Regulations Part 200 requirements and may utilize local, state, federal, and grant-funded programs. While specific budget ranges are not explicitly stated, the district-wide scope suggests significant potential contract value. All vendors are encouraged to participate, including sole source providers, and must complete various compliance forms such as the Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and W-9 tax identification documentation.
