About this opportunity

The Colorado Department of Labor and Employment (CDLE) is executing a sole-source contract with the Colorado Broadcasters Association (CBA) for a targeted public awareness campaign on HB 25-1328 Know Your Rights training requirements for direct care workers, with a project deadline of June 30, 2026 and a proposal due date of June 17, 2026. This is a sole-source procurement; CDLE's justification rests on CBA's exclusive Non-Commercial Supporting Announcements (NCSA) program, the only program of its kind in Colorado, which CDLE has used successfully for over 10 years.

The scope encompasses a statewide public awareness campaign utilizing radio, television, digital, and social media channels to educate direct care employers about mandatory compliance with Know Your Rights training by October 1, 2026, with direct care employers as the primary audience and direct care employees as secondary. The campaign will drive awareness through CDLE's designated training and information resources. CBA operates a statewide network comprising more than 200 radio stations and 34 television stations that donate airtime for government and nonprofit messages at a flat rate.

The budget is $65,000. The typical campaign duration is three to four months. Performance geography covers Denver County and Denver City; CBA's capabilities extend statewide. CDLE cited prior CBA campaign performance: a Work Opportunity Tax Credit program campaign generated 24,100 applications, representing a 5.8% increase compared to the prior year. The NCSA program delivers an estimated monthly return on investment of $4 for every $1 invested. The campaign will be complemented by Google Performance Max digital tactics. CDLE identified no competitors for this scope of services within the Colorado market.
