About this opportunity
The City of Doral is issuing a Request for Proposals (RFP No. 2026-08) to establish one or more contracts with qualified vendors to provide comprehensive collision repair and body work services for municipal vehicles. The procurement encompasses body work, painting, frame straightening, mechanical repairs, and quality control inspections for all types and sizes of automobiles, trucks, heavy equipment, and vans, including light, medium, and heavy-duty commercial vehicles. Vendors must perform repairs normally associated with passenger vehicles and commercial fleets, with services potentially including repair, replacement, adjustment, and overhaul of safety equipment, suspension, steering, electrical systems, and other collision-damaged components. Mandatory qualifications include a minimum of five years of continuous operation in Florida performing vehicle repair services, three references from public or large-scale fleet agencies, proper state licensing, and submission of a current Dun & Bradstreet Business Information Report. The evaluation committee will score proposals on a 0-5 rating scale across five criteria: relevant project experience (30 points), technical resources and capabilities (25 points), staff experience and facilities (25 points), references (10 points), and proposed fees (10 points), with an additional five bonus points available for certified veteran or service-disabled veteran business enterprise status. A non-mandatory but highly encouraged pre-proposal meeting is scheduled for April 20, 2026, at 10:00 am via Microsoft Teams, with written questions due by April 22, 2026, at 5:00 pm. Sealed proposals must be submitted electronically via OpenGov by May 1, 2026, at 2:00 pm, with the Phase I committee evaluation anticipated for May 7, 2026, and optional Phase II interviews to be announced at a later date. The contract term is three years with one additional two-year renewal option for a maximum total of five years.
Pricing is structured as a unit rate contract requiring vendors to provide fixed hourly labor rates for body work, painting, frame work, mechanical repairs, structural work, and heavy equipment services, along with a mandatory 10% discount on original equipment manufacturer (OEM) parts for non-insurance-covered repairs. Vendors must honor rates from the City's insurance carrier appraisals when applicable and provide pickup and delivery services with repair turnaround time not exceeding 30 calendar days. Minimum insurance requirements include Commercial General Liability of $2,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit with $100,000 garage keepers' liability, and Workers' Compensation coverage per Florida statutory requirements, with the City listed as additional insured. Technicians must maintain appropriate certifications such as ASE or I-CAR, and respondents must submit performance evaluation surveys from a minimum of three current or former customers directly to PerformanceSurvey@cityofdoral.com. The RFP does not specify a set-aside designation for disadvantaged enterprises, though an additional five bonus points are available for certified veteran or service-disabled veteran business enterprise status. No incumbent vendors or specific budget ranges are identified in the procurement documents. The City Council will make the final award determination, and the successful contractor must execute the contract within thirty days of notification of award.
