About this file
This is a Request for Proposals document from the City of Green Cove Springs, Florida, soliciting qualified consultants to provide comprehensive master planning services for six city parks and recreation areas. The project encompasses the development of a professional master plan that will serve as a strategic roadmap for the city's parks and recreation infrastructure over a 10-year planning horizon. The consultant must complete the master plan within five months from the notice to proceed and address landscape maintenance and improvements, equipment and facilities planning, capital improvement recommendations, and funding opportunities. The plan will also guide the city in identifying and creating additional parks and recreation areas based on the city's Comprehensive Plan and anticipated growth. Proposals must be submitted electronically through OpenGov by the deadline specified in the system. The resulting contract will establish the terms for consultant engagement and deliverables as outlined in the Scope of Services requirements.
The RFP requires consultants to comply with a detailed Scope of Services that outlines specific deliverables, methodologies, and performance standards for the master planning project. The procurement emphasizes the consultant's ability to produce a practical planning document that addresses both immediate maintenance needs and long-term capital improvement strategies. The city will evaluate proposals based on consultant qualifications, relevant experience with similar municipal parks master planning projects, technical capabilities, and proposed fees. The contract will be awarded to the qualified consultant(s) deemed most advantageous to the city, with the contract term extending through the completion of the five-month project timeline following the notice to proceed.
