Collier County is requesting sealed bids for construction of a fuel station expansion at the Collier Area Transit facility on Radio Road in Naples, Florida under IFB 26-8630, with bids due July 22, 2026 at 3:00 p.m. local time and a non-mandatory pre-bid meeting and site visit on July 8, 2026 at 10:00 a.m. This is a grant-funded project with no local-vendor preference.
The scope encompasses demolition and conversion of existing fuel infrastructure; installation of one new 12,000-gallon double-walled UL-2085 above-ground diesel storage tank (AST-3); conversion of one existing 6,000-gallon tank from diesel to gasoline (AST-1); retention of one existing 6,000-gallon diesel tank (AST-2); modification of four existing fuel dispensers; construction of a new 12 feet by 40 feet 9 inches concrete pad with bollards; installation of a new 2-inch steel siphon manifold; and comprehensive electrical work including tank-level probes, interstitial sensors, integration with the existing Veeder-Root TLS-350 fuel management system, and grounding systems achieving 25 ohms or less resistance. All work must comply with Florida Building Code 2024, NFPA standards, and NEC Article 514 for hazardous location classifications. Facility operations must be maintained throughout construction, with work scheduled primarily during night shifts 8:00 p.m. to 6:00 a.m. unless otherwise directed, and the fuel island remaining accessible 24/7. All contractor employees and subcontractors must undergo Level 1 background checks approved by Collier County Security prior to facility access.
The anticipated project budget is $435,000. Substantial completion must occur within 200 calendar days from Notice to Proceed, with liquidated damages of $1,685 per calendar day for failure to meet this deadline. Final completion is due within 30 calendar days after punch-list delivery. Bidders must provide a bid bond equal to 5% of the total bid amount and execute performance and payment bonds equal to 100% of the contract amount. Bidders must be enrolled in E-Verify, hold a valid Florida contractor's license, possess a Certificate of Authority to conduct business in Florida, and carry Workers' Compensation, Commercial General Liability ($1,000,000 single limit / $2,000,000 aggregate), Employer's Liability ($1,000,000), Automobile Liability ($1,000,000), and Pollution Liability ($1,000,000) insurance, with Collier County named as additional insured. All bids must be submitted electronically through https://procurement.opengov.com/portal/collier-county-fl; paper bids are not accepted. Bidders must identify major subcontractors with bid submission and cannot replace approved subcontractors without written owner approval. The project is subject to Florida Statute Section 255.0993 requiring U.S.-produced iron or steel products. A 5% retainage will be withheld from monthly progress payments.
