About this file
Summary
This is a technical specifications document for the Collier County Area Transit Facility Fuel Station Expansion project in Collier County, Florida, prepared by AtkinsRealis as the engineering consultant. The project involves demolition and new construction work associated with the installation of one new 12,000-gallon above-ground fuel tank and the refurbishment/conversion of two existing fuel tanks at the Radio Road facility. The work is classified as a lump-sum construction contract with sealed bids due by July 22, 2026, at 3:00 p.m. local time. A non-mandatory pre-bid meeting is scheduled for July 8, 2026, at 10:00 a.m., followed by an immediate site visit at 8300 Radio Road, Naples, Florida. The contract requires the contractor to maintain facility operations during construction, with work scheduled primarily during night shifts between 8:00 p.m. and 6:00 a.m., unless otherwise directed. The fuel island must remain accessible 24/7 throughout the construction period. Prospective bidders must register through the Collier County procurement portal at https://procurement.opengov.com/portal/collier-county-fl to obtain the complete bid documents.
The specifications establish comprehensive administrative and submittal requirements, including contractor responsibilities for daily cleanup, photographic documentation of pre-existing conditions, coordination with county personnel, and adherence to Collier County tobacco-free and conduct policies. All contractor employees and subcontractors must undergo Level 1 background checks approved by Collier County Security prior to facility access. Substitution requests are permitted only within 30 days of contract award and must demonstrate equal or superior quality to specified products. Electronic submittals are required in PDF format and must be posted to the Engineer's FTP site. The contractor is responsible for all costs associated with background investigations, re-review of rejected submittals, and any damages or replacement work resulting from construction activities. The project is grant-funded through Collier County and requires compliance with all applicable Florida building codes and regulations enforced by local authorities having jurisdiction.
