About this opportunity
The City of Temple, Texas, located in Bell County, is seeking qualified firms to provide comprehensive maintenance and repair services for its compressed natural gas (CNG) and propane fueling stations. The primary scope of work includes overseeing daily operations, maintaining and repairing the CNG station at 2625 E Avenue H and the propane station at 3210 E Avenue H in Temple. Additional responsibilities encompass supplying CNG and/or renewable natural gas (RNG), processing and monetizing renewable energy credits (including RIN D3 credits), and compensating the City for generated credits. The Request for Proposal (RFP) 23-01-26 was posted on June 30, 2025, with proposals due by August 6, 2025. Prospective vendors must complete several mandatory forms, including the Proposer Information Form, CNG and Propane Station Pricing Forms, and a Conflict of Interest Form. The City reserves the right to select specific proposed services deemed in its best interest and to negotiate contract terms with the awarded vendor.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The procurement documents include technical drawings of the CNG Fueling Station from 2013 and two addenda, suggesting potential complexity in the required maintenance and operational services. While no specific budget range is detailed in the provided information, the comprehensive nature of the services—including station maintenance, fuel supply, and credit monetization—indicates a potentially significant contract value. The City's approach suggests they are seeking a vendor with substantial technical expertise in CNG and propane station operations, capable of managing multiple aspects of station management and energy credit processing. Interested firms will need to demonstrate considerable technical capability, operational flexibility, and a strategic approach to managing alternative fuel infrastructure.
