About this opportunity

Colorado Northwestern Community College (CNCC) in Rangely, Pueblo County, Colorado, is soliciting proposals for comprehensive food service management operations under solicitation CNCC FY26-014. The procurement encompasses exclusive provision of residential dining, retail dining, catering services, off-hour meals for student athletes, and summer conference and camp services at the college's Rangely campus. The successful vendor must operate the dining facility a minimum of 6.0 hours per day Monday through Friday during academic sessions (7:00-9:00 a.m. breakfast, 11:00 a.m.-1:00 p.m. lunch, 5:00-7:00 p.m. dinner) and 4.0 hours per day on weekends (11:00 a.m.-1:00 p.m. brunch, 5:00-7:00 p.m. dinner), with operations closed during posted campus breaks. The college averages 1,100 students annually with approximately 40 percent residing on campus (282 to 311 residential capacity with occupancy rates of 42 to 76 percent), and meal plan participation ranges from 152 to 216 total participants per semester across 14-week and 19-week options. The vendor must assume all operational expenses including labor, food and beverage inventory, equipment, utilities, insurance, licensing, and marketing, while CNCC retains ownership of all equipment, small wares, and vehicles. Required qualifications include demonstrated experience with comparable food service projects at similar-sized institutions within the last five years, minimum three client references from the past five years, valid state and local health licenses, employee background checks, E-Verify compliance, and adherence to all applicable federal and state employment laws. The evaluation criteria include business experience and qualifications (particularly Colorado projects), proposed services, management plan and administration, and cost and meal plans. The mandatory virtual pre-proposal meeting is scheduled for April 30, 2026, at 2:00 p.m. Mountain Time, with optional site visits available May 7 and May 14, 2026, at 2:00 p.m. MT. Written inquiries must be submitted by May 7, 2026, at 5:00 p.m. MT to aaron.harris@cncc.edu, with responses provided by May 12, 2026. Sealed proposals are due May 21, 2026, at 12:00 p.m. MT, with demonstrations and oral presentations tentatively scheduled for the week of June 1 or June 8, 2026, and potential Best and Final Offer (BAFO) rounds for the week of June 8 or June 15, 2026.

Service-Disabled Veteran Owned Small Businesses (SDVOSBs) are encouraged to respond and must submit U.S. Small Business Administration certification documentation, with a statutory goal of at least 3 percent of contract dollars awarded to Colorado-based or Colorado-located SDVOSBs. Woman-owned, minority-owned, and other disadvantaged enterprises are invited to identify their status in their proposals. The incumbent contractor is Aladdin Food Management Services, LLC, which currently operates under Contract Amendment #5 (effective through June 30, 2026) with a contract maximum of $997,500.00 for State Fiscal Year 2026. The vendor must integrate with CNCC's existing infrastructure and assume operational responsibility for all college-owned equipment and facilities; no unamortized capital improvement balance transfers to the winning bidder. Commissions payable to CNCC are structured at 12 percent of net sales for guest meals and conference sales, and 10 percent of net sales for catering services unrelated to college-sponsored functions, with college-sponsored catering incurring no commission. The initial contract term is one year from the bid award date, renewable annually for up to four additional years if mutually agreed upon by both parties, with pricing and specification changes subject to negotiation. Vendors are responsible for funding all pre-opening expenses annually, including travel, meals, lodging, opening promotions, advertising, training, and other startup costs. While specific award amounts are not detailed in the solicitation beyond the incumbent's current maximum of $997,500.00, pricing proposals must remain firm during the initial contract term and include all delivery, shipping, and installation fees.
