About this file

This document is Addendum #1 to the Food Service Management contract opportunity (CNCC FY26-014) issued by Colorado Northwestern Community College (CNCC) on May 12, 2026. The addendum addresses 22 questions and answers submitted by prospective bidders regarding food service operations at the college's Rangely campus. The contract covers dining hall operations, meal plan administration, catering services, and retail food sales for both resident and commuter student populations. CNCC requires all students living in residential halls to maintain an active meal plan unless they have documented ADA accommodations, and athletes are required to participate in 19-week meal plans. Current participation data shows approximately 152 to 216 total meal plan participants per semester across two plan types (14-week and 19-week options). The college maintains 282 to 311 residential housing capacity with occupancy rates ranging from 42 to 76 percent. Proposers are permitted to use the CNCC logo and campus photographs solely for proposal preparation purposes, and technical proposals may exceed the suggested 30-page limit in electronic format, though reviewers should be considered regarding submission length.

CNCC owns all equipment, small wares, and vehicles required for food service operations, and the winning bidder will assume no unamortized capital improvement balance. The current contractor declined to provide proprietary financial information including detailed catering sales, retail sales, dining service financial statements, and POS system specifications, citing confidentiality. Historical meal plan participation data shows 14-week plans attracting 10 to 24 participants per semester and 19-week plans attracting 112 to 183 participants. The college operates approximately 117 fall boarding days (August 12 to December 12) and 117 spring boarding days (January 13 to May 15), with an additional 25 to 35 optional yearly boarding days available for athletes and international students. As of the addendum date, commuter student enrollment includes approximately 88 students in Fall 2025 and 68 students in Spring 2026.
