About this opportunity

Colorado Northwestern Community College (CNCC), located in Pueblo County, Colorado, is seeking a qualified food service management contractor through Request for Proposal CNCC FY26-014 to manage comprehensive dining operations and auxiliary food services for the institution. The procurement encompasses all aspects of food service management, including meal preparation, service delivery, staffing, equipment operation, inventory management, catering services, and compliance with health and safety regulations across campus dining facilities. Key deliverables include mandatory meal plan services for all resident students with tiered options (19-week plans at $15.76 to $40.75 per person and 14-week plans at $14.11 to $39.11 per person, depending on resident population sizes ranging from 75 to 500 residents), optional 25-35 additional annual boarding days for athletes and international students, guest meal pricing across breakfast, lunch, dinner, special events, and brunch service, and catering services for campus events. The successful contractor must demonstrate financial stability, relevant food service management experience, capability to maintain health and safety standards, and commitment to service quality while maintaining affordability for students and employees. CNCC owns all equipment and facilities, and the contractor must handle all hiring decisions with required background checks for workers. The mandatory pre-bid meeting is scheduled for April 30, 2026, at 2:00 PM MT in virtual format, with optional site visits and walkthroughs available on May 7 and May 14, 2026, at 2:00 PM MT. Written inquiries must be submitted by May 7 or May 14, 2026, at 5:00 PM MT to Aaron Harris at aaron.harris@cncc.edu. Proposals are due May 21, 2026, at 12:00 PM MT, with demonstrations and oral presentations tentatively scheduled for the week of June 1 or June 8, 2026, and Best and Final Offers potentially required during the week of June 8 or June 15, 2026.

Vendors must be registered with Colorado Vendor Self Service (Colorado VSS) prior to submission and must provide proof of good standing with the Colorado Secretary of State and an insurance certificate prior to contract execution. Service Disabled Veteran Owned Small Businesses (SDVOSBs) must submit U.S. Small Business Administration certification documentation and must be incorporated or organized in Colorado or maintain a place of business there; vendors are required to disclose their business classification status, including whether they are women-owned, minority-owned, or service-disabled veteran-owned small businesses. All proposed pricing must remain firm during the initial contract term and must include all fees associated with service delivery, with compensation limited to unpaid, obligated contract funds not exceeding the maximum amount specified for each state fiscal year. The state will pay contractor invoices within 45 days of receipt, and the contract may be extended at the state's discretion for successive periods of one year or less, provided total contract duration does not exceed five years from the effective date without prior approval from the Chief Procurement Officer.
