About this opportunity
The Savannah-Chatham County Public School System is requesting sealed proposals for Construction Management at Risk (CMR) services for the Garden City Elementary School Renovation Project, with proposals due October 8, 2026 at 11:00 a.m. under RFP C27-03 (ESPLOST-funded). The project is located at 4037 Kessler Avenue, Savannah, Georgia 31408, and spans nine construction phases from September 2026 through May 2029, requiring the school to remain operational throughout renovation.
The selected firm will enter into an AIA Document A133–2019 Agreement Between Owner and Construction Manager as Constructor with payment structured as Cost of the Work Plus a Fee with a Guaranteed Maximum Price. The CMR firm serves as constructor and will deliver preconstruction phase services—preliminary program evaluation, cost estimating, scheduling, and constructability analysis—followed by construction phase services including project administration, cost control, and site management. The project encompasses renovation and addition of classrooms, gymnasium, kitchen, media center, administrative offices, and site work on a 20-acre campus currently serving 560 FTE Pre-K through 5th grade students. The scope includes four allowances: unsatisfactory soil excavation and replacement (quantity unspecified), modular classrooms ($6,000,000), owner use ($500,000), and walk-in cooler/freezer replacement ($225,000); seventeen unit-price line items for site utilities and sewer infrastructure; and an additive alternate for main service entrance switchboard replacement.
Preconstruction compensation is established on a fixed amount or hourly billing rate basis. Upon GMP acceptance, the CMR fee is a fixed amount applied to overhead costs and expenses plus cost of work, with cost savings split equally between owner and contractor upon final completion. The Construction Manager must furnish performance and payment bonds equal to 100% of the GMP. Liquidated damages are $1,000 per calendar day for failure to meet substantial completion. The Superintendent may approve change orders up to $50,000; changes exceeding $50,000 require School Board Resolution. Monthly updated project schedules must be submitted in P-6 format (.XER files). Bid security of not less than 5% of the bid amount and compliance with O.C.G.A. 13-10-91 E-Verify authorization are required. Bidders must acknowledge receipt of all four addenda and certification forms addressing debarment, lobbying, bid security, performance and payment bonds, and contractor affidavits. Proposals must remain valid for 120 days.
