About this opportunity

The City of Springfield is soliciting proposals for Construction Manager/General Contractor (CM/GC) services for the City Hall Deferred Maintenance and Quad Redesign Project under ORS 279C.337, with proposals due October 29, 2026 at 2:00 p.m. and a mandatory pre-proposal conference on October 15 at 11:00 a.m. The City encourages participation from minority-owned, women-owned, and emerging small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), though certification does not influence scoring.

The scope encompasses preconstruction and construction services for a 1972-built facility totaling approximately 33,750 square feet of occupied space across three quads within Springfield City Hall at 225 5th Street. Work includes demolition, architectural modifications, deferred maintenance addressing critical code deficiencies identified in a 2025 OSHA audit, mechanical/electrical/plumbing system modifications and replacements, ADA accessibility improvements, finishes installation, and low-voltage coordination. The City has provided 75% Construction Document-level drawings, a 2015 seismic study, and a detailed cost allocation matrix. The facility remains occupied during work with Type B Business and Type A3 Assembly classifications. The CM/GC will deliver detailed cost estimates at design milestones, a comprehensive project schedule, construction logistics and phasing narratives, risk mitigation strategies, and a Guaranteed Maximum Price proposal during preconstruction (December 2026–July 2027), then provide on-site management and supervision during construction (July 2027–July 2028). Prevailing wage rates per Oregon Bureau of Labor and Industries apply.

The estimated total project cost ranges from $12.5 million to $13.8 million, with preconstruction services on a time-and-materials basis capped at $75,000 (no fee proposal required). Proposers must hold five or more years of experience as an incorporated construction firm, current Oregon Construction Contracts Board registration, and bonding capacity for 100% performance and labor/material bonds. Proposals are limited to 25 pages. Optional site tours are available October 12–13. The City anticipates issuing a Notice of Intent to Award by December 8, 2026, and executing the contract with notice to proceed by December 15, 2026. Contact: Amanda Clinton, Sr. Contract Analyst, 541-726-3628 or aclinton@springfield-or.gov.
