About this file

Summary

This is a Statement of Work for a Construction Manager/General Contractor (CM/GC) Services Request for Proposal issued by the City of Springfield, Oregon for the City Hall Deferred Maintenance and Quad Redesign Project. The project involves architectural modifications and building systems upgrades to three areas within Springfield City Hall (North Quad, Southwest Quad/CoS Library, and Southeast Quad), a 1972-built facility totaling approximately 33,750 square feet of occupied space. The scope encompasses demolition, architectural modifications, deferred maintenance work, mechanical/electrical/plumbing (MEP) system modifications and replacements, finishes installation, and low-voltage coordination. The City has provided 75% Construction Document-level drawings and a 2015 seismic study to proposers. The selected CM/GC will be engaged during the final design phase to provide real-time cost feedback, assist with scope definition and budget alignment, support value engineering and constructability review, and participate in final decision-making before construction documents are completed.

The preconstruction phase requires the CM/GC to deliver detailed cost estimates at design milestones, a comprehensive project schedule reflecting phasing and occupied conditions, a construction logistics and phasing narrative, risk identification and mitigation strategies, and a Guaranteed Maximum Price (GMP) proposal with schedule of values and contingency. The CM/GC must also evaluate optional elevator modernization work and provide cost/benefit analysis. During the construction phase, the CM/GC will provide on-site project management and supervision, oversee all subcontractors and vendors, conduct weekly owner/architect/contractor meetings, manage submittals and requests for information, and coordinate final inspections, commissioning, and closeout activities. The project team includes the City of Springfield (client), Rowell Brokaw Architects (architect), Overstake Structural Solutions (structural engineer), and Systems West Engineering (MEP engineer). The facility is currently occupied with Type B Business and Type A3 Assembly occupancy classifications, requiring coordination of disruptive work and protection of common building areas throughout the project.

Attachment A Statement of Work

General Project Information:

The Project is currently advancing into the Construction Document (CD) phase. A 75% CD-level document set has been completed for architectural modifications and the architectural documentation of building systems, including mechanical, electrical, plumbing, and fire-life-safety (MEPF) systems within the identified areas of work.

The 75% CD documents are intended to establish overall design intent, system approaches, and general layout; however, they may not fully define all details required for construction. The CM/GC is expected to assist in refining the documents to a constructible level.

The City has made available the following documents to proposers:

• Architectural Drawings (75%) - Exhibit A

• MEP Drawings (75%) - Exhibit B

• Seismic Study (2015) - Exhibit C

Based on the current status of design and available information, the City is seeking to engage a Construction Manager/General Contractor (CM/GC) at this stage to:

• Provide real-time cost feedback on the evolving design

• Assist the City and design team in final scope definition and alignment with the project budget

• Support value engineering and constructability review

• Participate in final decision-making prior to completion of Construction Documents

The CM/GC’s involvement during this phase is critical to ensuring the Project remains within budget and can be delivered efficiently within the constraints of an occupied facility.

The existing HVAC system is aging and experiencing operational challenges; full or substantial system replacement is anticipated, though final system type and configuration will be determined during the CD phase.

Proposers should anticipate unknown conditions typical of existing facilities of this age. The CM/GC will be expected to assist in identifying, validating, and mitigating these conditions during preconstruction.

Phase 1: Preconstruction Services

Required Preconstruction Deliverables

As part of preconstruction services, the CM/GC shall provide the following deliverables, at a minimum:

• Detailed cost estimates at identified design milestones, including assumptions and exclusions

• A project schedule reflecting phasing, occupied conditions, permitting, and long-lead procurement

• A construction phasing and logistics narrative addressing public access, staff operations, and safety

• Identification of project risks and proposed mitigation strategies

• GMP proposal documentation, including schedule of values, allowances, contingency, and supporting assumptions

• Provide initial cost validation of 75% CD documents (Exhibits A and B) and reconciliation with project budget, and continuous validation thereafter from 75% to final construction plans.

• Support final design decisions prior to Construction Documents completion.

• Evaluate optional scope elements, including elevator modernization, and provide cost/benefit analysis.

All deliverables shall be submitted in a format acceptable to the City and coordinated with the design team.

A. Cost Estimating & Budget Management

• Provide a detailed cost estimates based on 75% construction documents and specifications.

• Maintain a trend log tracking cost variances as design evolves.

• Identify long-lead items (e.g., HVAC units, switch gear, specialty lighting, conveying equipment, and/or millwork) immediately and propose early procurement strategies to protect the schedule.

B. Constructability & Value Engineering (VE)

• Review drawings for conflicts, errors or omissions prior to bidding.

• Propose VE options that maintain design intent but reduce cost or lead time.

• Validate existing field conditions (e.g., existing MEP infrastructure, floor leveling requirements) to minimize change orders.

C. Scheduling & Logistics

• Develop a Master Project Schedule including phasing and working in an occupied environment, permitting, procurement, construction, and closeout.

• Create a Site Logistics Plan detailing:

○ Debris removal process, pathways and dumpster location.

○ Material delivery routing, scheduling, storing and staging.

○ Worker parking.

○ Protection of common building areas (lobbies, corridors).

D. GMP Development

• Competitively bid all subcontractor trade packages (Solicit a minimum of two bids per trade package when practicable and document outreach efforts).

• Prepare the Guaranteed Maximum Price (GMP) proposal, including a detailed schedule of values, assumptions, clarifications, and the CM/GC contingency.

E. Elevator Modernization (Optional Scope Evaluation)

City Hall has three existing elevators, two passenger elevators and one freight elevator, original to the building. One passenger elevator underwent partial upgrade in 2022. Other than minor upgrades and repairs, the other elevators have not been significantly modernized.

The City wishes to incorporate elevator replacement or upgrade as part of the Project as a contingency task not currently included in the 75% design documents. As part of the Preconstruction Services, the CM/GC will be expected to:

• Evaluate the existing elevator systems and associated infrastructure

• Provide cost estimates and feasibility analysis for potential modernization

• Coordinate with the design team to assess integration with the broader building systems upgrades

• Identify phasing, access, and operational impacts associated with elevator improvements in an occupied facility

Based on this evaluation and overall project budget alignment, the City at its discretion may elect to incorporate elevator modernization into the Project scope as either:

• Part of the negotiated GMP, or

• As a contingency task that can be elected by the City at cost to be negotiated following the

GMP amendment.
