About this opportunity

Tarleton State University, through The Texas A&M University System Office of Facilities Planning & Construction, is soliciting proposals for a Construction Manager at Risk (CMAR) firm to design and construct a new four-story Agricultural Sciences Building in Stephenville, Texas, with proposals due July 23, 2026 at 2:00 p.m. Central Time.

The scope comprises a 113,500-gross-square-foot facility (100,500 Priority 1 GSF and 13,000 Priority 2 GSF) serving the College of Agriculture & Natural Resources across four departments: Animal Science, Wildlife & Natural Resources, Agricultural Education & Communication, and Agribusiness. The building will house laboratory spaces, teaching areas, student facilities, and administrative offices distributed across four floors, with heavy traffic and classrooms on the first level and offices, smaller classrooms, and laboratories on upper floors. The site occupies Washington Street and N. Lillian, encompassing the current P36 surface lot and the area to be vacated by demolished Ferguson Hall, Bender Hall, and supporting structures.

The CMAR firm will provide pre-construction services including constructability guidance, cost estimates, and construction schedules, followed by a Guaranteed Maximum Price (GMP) and complete construction delivery. The planning amount for the project is $100 million, with an Amount Available for Construction Contract (AACC) of $74.7 million; the remaining balance covers fees, furnishings, other work, miscellaneous expenses, and contingencies.

The selection process follows Texas Education Code 51.782(e) and ranks respondents on "best value" criteria using published evaluation standards. The Owner may conduct interviews with selected CMAR firms at its discretion. All RFP documents and addendums must be accessed and completed through eBuilder; alternative URLs are prohibited, and submissions uploaded after the deadline will not be accepted. Direct inquiries to Robert Collins, The Texas A&M University System Office of Facilities Planning & Construction, at (979) 458-7067 or rcollins@tamus.edu.
