The Texas A&M University System RFP-04-3425 - CMAR Request for Proposals
Agricultural Sciences Building Tarleton State University
Stephenville, Texas
The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of The Texas A&M University System (Owner) and Tarleton State University, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Agricultural Sciences Building (#04-3425) for Tarleton State in Stephenville, Texas.
The new four-story Agricultural Sciences Building will house updated laboratory, teaching, student, and administrative spaces for the Tarleton campus, including the four departments of the College of Agriculture & Natural Resources (COANR). The four departments of COANR include: Department of Animal Science; Department of Wildlife & Natural Resources; Department of Agricultural Education & Communication; Department of Agribusiness.
The facility will have a total of 113,500 Gross Square Feet (GSF), including 100,500 Priority 1 GSF and 13,000 Priority 2 GSF. The new building is proposed to be predominantly four floors, with heavy traffic and classrooms on the first floor.
Offices, smaller classrooms, teaching labs and research labs will be located on the upper floors. Situated on the south edge of campus directly across Texan Trace from the recent Engineering Building, the building will occupy a prominent central gateway location. The site for the new building is at Washington Street and N. Lillian in the current P36 surface lot, as well as the area to be vacated by demolished Ferguson Hall, Bender Hall, and the supporting site structures. It is anticipated that all COANR functions will vacate the Joe W. Autry Building for the new Agricultural Sciences Building. This project will not demolish the existing building, and renovations have been ongoing, though the University has not formally identified what functions will be accommodated in the existing space.
The Planning Amount for the project is $100,000,000, which includes an Amount Available for Construction Contract (AACC) of $74,700,000. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.
This RFP is the process for selecting a CMAR firm for the project as provided by Texas Education Code 51.782(e). The RFP provides the information necessary to prepare and submit Proposals including fee proposals and general conditions prices. The Owner will rank the Respondents in the order that they provide the “best value” for the Owner based on the published selection criteria and on the ranking evaluations. Interviews of CMAR firms may follow at the Owner’s option.
