About this opportunity

The Melbourne Airport Authority (MAA) is conducting a Construction Manager at Risk (CMaR) procurement for an In-Line Baggage System Facility Project located at Melbourne Orlando International Airport in Brevard County, Florida. The project involves expanding baggage screening operations by constructing a new baggage handling system to accommodate three TSA screening machines within the existing terminal building. Comprehensive construction services will include demolition, underground utilities, structural steel, mechanical systems, plumbing, fire sprinklers, casework, interior finishes, roofing, electrical work, security systems, and baggage handling equipment installation. The Request for Proposal (RFP 2024-1217) was released on December 17, 2024, with proposals due on January 30, 2025, at 2:00 PM EST. A mandatory pre-qualification meeting and site visit occurred on January 7, 2025, and firms not attending were disqualified. The project requires a Construction Manager who can maintain airport operations, coordinate with other contractors, and support MAA throughout construction while working in an active international airport environment. Evaluation will likely focus on technical capabilities, project understanding, team qualifications, and proposed approach to minimizing operational disruptions.

The procurement includes Disadvantaged Business Enterprise (DBE) provisions and is funded through multiple sources, including grants from TSA, FDOT, and FAA. The project budget is approximately $36,000,000, with $26,000,000 allocated for the construction phase, excluding design and owner-direct equipment purchases. Leonardo US Automation, Inc. has pre-purchased $8,800,000 in baggage handling equipment, which will be incorporated into the Construction Manager's Guaranteed Maximum Price (GMP) contract. The selected contractor will be responsible for a 16-month project timeline beginning with the Notice to Proceed, anticipated on March 3, 2025, with liquidated damages of $2,500 per day for schedule non-compliance. Davis-Bacon wage requirements will apply, and the contract will be structured as a Cost of the Work Plus a Fee with a Guaranteed Maximum Price. Ivey's Construction was ultimately selected as the highest-ranked proposer, recommended for award by the Selection Committee following presentations on February 13, 2025.

Opportunity text

The Melbourne Airport Authority (MAA) is seeking to expand baggage screening operations with an inline baggage handling system that will accommodate 3 TSA baggage screening machines. The new baggage handling system will be constructed within the existing terminal building behind the ticketing area and expand out into the apron area with a canopy cover for the baggage chutes and/or carousels. A temporary baggage screening area will need to be constructed and operational before any renovation and new construction of the baggage handling system can begin. Separate trailers will need to be set for airlines ATO space while renovation is being completed. Besides temporary baggage screening operations, work will be performed within an existing terminal with on-going operations for commercial airlines. This project will include the following scope of work: demolition, underground utilities, concrete, structural steel, miscellaneous steel, plumbing, mechanical, fire sprinklers, casework, door/frames and hardware, windows, metal studs and drywall, interior finishes, signage and markings, roofing, special construction, baggage handling equipment, low voltage/data communications, security system, electrical including generator, lighting, fire alarm, and temporary facilities. This Request for Proposal is seeking a Construction Manager to permit and construct the work as described above. This is a Cost of the Work Plus a Fee with a Guaranteed Maximum Price (GMP) Contract. The selected Proposer will be responsible for all maintenance of traffic, coordination with other construction contractors and for providing maximum support to the Melbourne Airport Authority in maintaining their operations and other functions at times specified by the Owner during construction. Construction will occur while the airport is operational, and provisions will need to be made to accommodate existing commercial airline activity.
