INSTRUCTIONS TO PROPOSERS

PART 1 - BACKGROUND

The Melbourne Airport Authority (MAA) is seeking to expand baggage screening operations with an in-line baggage handling system that will accommodate 3 TSA baggage screening machines. The new baggage handling system will be constructed within the existing terminal building behind the ticketing area and expand out into the apron area with a canopy cover for the baggage chutes and/or carousels.

A temporary baggage screening area will need to be constructed and operational before any renovation and new construction of the baggage handling system can begin. Separate trailers will need to be set for airlines ATO space while renovation is being completed. Besides temporary baggage screening operations, work will be performed within an existing terminal with on-going operations for commercial airlines. This project will include the following scope of work: demolition, underground utilities, concrete, structural steel, miscellaneous steel, plumbing, mechanical, fire sprinklers, casework, door/frames and hardware, windows, metal studs and drywall, interior finishes, signage and markings, roofing, special construction, baggage handling equipment, low voltage/data communications, security system, electrical including generator, lighting, fire alarm, and temporary facilities. This Request for Proposal is seeking a Construction Manager to permit and construct the work as described above. This is a Cost of the Work Plus a Fee with a Guaranteed Maximum Price (GMP) Contract.

The selected Proposer will be responsible for all maintenance of traffic, coordination with other construction contractors and for providing maximum support to the Melbourne Airport Authority in maintaining their operations and other functions at times specified by the Owner during construction. Construction will occur while the airport is operational, and provisions will need to be made to accommodate existing commercial airline activity.

The Scope of Services for the Proposer as part of this Request includes all elements related to estimating, value engineering, scheduling, permitting, subcontractor bidding and contracting, supervision of the work, document control of all submittals, RFI's, etc., geotechnical services, material testing, coordination of inspections, commissioning, training and project close-out to construct a new in-line baggage handling system located at One Air Terminal Parkway, Melbourne, Florida. It will be the responsibility of the awarded CM Firm to coordinate their activities and schedules with Airport Operations, tenants, and any other contractors that may be working in the vicinity to minimize conflicts and delays.

Special coordination and a high level of expectation by the Owner will be held on the selected Firm to provide maximum coordination, support, and professionalism to this project. Due to the timing of this work, the Owner has already purchased the baggage handling equipment from Leonardo US Automation, Inc.on an owner Direct Purchase.

This Request for Proposal is a one step process consisting of Qualifications and Technical requirements, which is detailed later in this section. Firms will be ranked, and the highest ranked firm will negotiate with MLB the final terms and conditions of the Contract for services. If negotiations fail, the MLB will attempt to negotiate with the next ranked firm, and so on until the Contract is negotiated or all rejected. If the Contract is successfully negotiated, the Contract will be submitted to the Melbourne Airport Authority Board at their monthly meeting for approval.

It should be understood by all participating Proposers that the Melbourne Airport Authority reserves the right to supplement, expand, and modify the information and requirements prior to distribution of the final Addendum.
