About this file

Addendum 1 for RFP241217-01 is issued by the Melbourne Airport Authority for a Construction Management at Risk (CmaR) In-Line Baggage System Facility Project at Melbourne Orlando International Airport. The addendum, dated January 13, 2025, modifies the original request for proposals, with the proposal submission date remaining Thursday, January 30, 2025, at 2:00 PM EST. Key modifications include updating the budgeted funds for the construction phase to $26,000,000, excluding design and owner-direct purchase of baggage belt equipment. The document includes pre-bid meeting agenda, sign-in sheets, and clarifies that the 16-month project schedule begins with the Notice to Proceed (anticipated March 3, 2025), with no separate preconstruction period.

The addendum provides additional details about project funding sources, including grants from TSA, FDOT, and FAA, and outlines specific requirements such as Davis-Bacon and Disadvantaged Business Enterprise (DBE) provisions. A purchase order to Leonardo US Automation, Inc. for $8,800,000 for baggage handling equipment is included, with installation labor to be incorporated into the Construction Manager's Guaranteed Maximum Price (GMP). The project involves renovating the existing terminal to accommodate an inline baggage screening system, with critical schedule components including temporary baggage screening, airline facility relocations, and coordination with ongoing international flight seasons for TUI airlines.

REQUEST FOR PROPOSAL for IN-LINE BAGGAGE SYSTEM FACILITY PROJECT at the MELBOURNE ORLANDO INTERNATIONAL AIRPORT

ADDENDUM 1/PAGE 2 OF 2

QUESTIONS AND RESPONSES:

1. CIF-001: When are we expected to have pricing on the GMP? If final selection is 2/13, and expected negotiated contract date is 2/26, 9 days is not enough time.

RESPONSE: While we believe it is possible, the highest ranked CmaR will be given 14 calendar days to produce a GMP with an additional 7 days to review with the Owner. If an agreement cannot be reached, the Owner will begin negotiations with the second highest ranked firm. They will be given the same 14 calendar days to produce a GMP. This will continue until a contract is agreed upon or all efforts have been exhausted through the third ranked firm at which time all proposal will be rejected.

2. CIF-002: Regarding the Notice to Proceed: Is the referenced March 3rd NTP date the beginning of the Preconstruction Period, or does the NTP date start the clock for the 16 Month Schedule duration? We are trying to determine if you are allowing for a Preconstruction Period prior to the 16 Month Schedule Timeline

RESPONSE: There is no need for a Preconstruction Period. The drawings are complete, and the project is ready to start. The 16-month schedule starts at NTP.

3. CIF-003: Can you please list all General contractors and Construction Managers who are currently working on Airport Property?

RESPONSE: Western Industrial – Domestic Bag Belt, TKE – FIS Escalator Replacement, RCS

– Terminal Re-Roof, Ivey’s Construction – Terminal Floor Replacement, Southern Fire – Existing Terminal Fire Sprinkler Upgrade, KCF – Taxiway M Extension & DFJ Sitework, Ranger Construction – Taxiway A Rehab, W&J – Monument Signage, AES – Security Access and Camera System, TBD – Parking Lot Modifications, TBD – Atrium Skylight Replacement, TBD – High Mast Light installation. There are other GC’s and CM’s working on airport property that are not under contract with the airport and working directly for the tenants.
