About this opportunity

The City of Tucson is conducting a competitive procurement for a Construction Manager at Risk (CMAR) contract to perform internal pipe renewals on critical water transmission mains using Carbon Fiber Reinforced Polymer (CFRP) rehabilitation techniques. The solicitation targets concrete pressure pipe infrastructure, with potential project locations including Columbus Blvd 54in Pipeline, Valencia Rd, and pipelines ranging from 48" to 96" in diameter. Proposing firms must demonstrate extensive experience, specifically having completed at least 25 pressurized concrete pipe repair projects within the past five years. The evaluation criteria will assess firm experience (35 points), past project performance (25 points), project approach (20 points), pipe repair experience and bonding capacity (15 points), and subcontractor selection plan (5 points). Key project dates include a pre-submittal conference on October 1, 2025, via Microsoft Teams, with formal proposal submissions due on October 15, 2025, at 2:00 pm local Arizona time. The CMAR will be responsible for pre-construction services, design review, cost estimation, subcontractor selection, and construction management, with the City potentially awarding multiple projects under the resulting contract.

The procurement includes specific Small Business Enterprise (SBE) program provisions that apply to construction contracts valued at $100,000 or more, offering opportunities for small, local businesses to participate as prime contractors, subcontractors, suppliers, or joint venture partners. Contractors can claim credit towards SBE goals, with 100% credit for SBE manufacturers and 25% credit for SBE wholesalers. The estimated construction cost may exceed $50 million, with the City requiring performance and payment bonds equal to 100% of the contract value. Compliance with SBE provisions is mandatory, and failure to meet requirements could result in penalties such as withholding payments, contract termination, or disqualification from future bidding. Proposing firms must submit comprehensive documentation, including detailed qualifications, safety plans, and warranty provisions. The City reserves the right to award multiple projects under the contract, go out for competitive bids, or pursue alternative procurement methods at its sole discretion.
