About this file

This is an Offer and Acceptance form for the City of Tucson, Arizona, used to formalize the submission and acceptance of proposals in response to a Request for Qualifications for a Construction Manager at Risk (CMAR) contract to perform internal pipe renewals on critical water transmission mains using Carbon Fiber Reinforced Polymer (CFRP) rehabilitation techniques. The City of Tucson is seeking a qualified contractor to manage and execute work on concrete pressure pipe infrastructure ranging from 48 to 96 inches in diameter at locations including Columbus Boulevard's 54-inch pipeline and Valencia Road. Prospective contractors must have completed at least 25 pressurized concrete pipe repair projects within the past five years. A pre-submittal conference is scheduled for October 1, 2025, via Microsoft Teams, with formal proposal submissions due October 15, 2025, at 2:00 pm Arizona local time. The resulting contract may include multiple project awards, and the City reserves the right to award multiple projects, seek competitive bids, or pursue alternative procurement methods at its sole discretion.

The evaluation criteria assign 35 points for firm experience, 25 points for past project performance, 20 points for project approach, 15 points for pipe repair experience and bonding capacity, and 5 points for subcontractor selection plan. The City requires performance and payment bonds equal to 100 percent of contract value, with estimated construction costs potentially exceeding $50 million. Small Business Enterprise (SBE) program provisions apply to all construction contracts valued at $100,000 or more, with compliance mandatory and penalties for non-compliance including payment withholding, contract termination, or future bidding disqualification. Contractors can claim 100 percent credit towards SBE goals for SBE manufacturers and 25 percent credit for SBE wholesalers. The CMAR is responsible for pre-construction services, design review, cost estimation, subcontractor selection, and construction management throughout project execution.
