About this opportunity

The State of Nevada Department of Administration Purchasing Division is seeking proposals for a Closed-Loop Payment Processing System to be used across the state, including the jurisdiction of Churchill County. The selected vendor will be required to provide a closed-loop payment processing system, statewide cash deposit machine services, and optional statewide cash pickup services. Key requirements include the ability to create electronic tokens, manage user accounts, facilitate transactions, and integrate with state payment systems. Vendors must have at least two years of experience in the payment processing industry and demonstrate the ability to create and manage similar systems in a highly regulated industry. Proposals are due by January 3, 2020, and the contract term is for an initial three-year period, with an anticipated start date of April 1, 2020, subject to approval by the Legislative Interim Finance Committee and the Board of Examiners.

The RFP is a no-value contract, meaning the State will not incur any costs, and the chosen vendor(s) will recover costs through fees charged to system users. The State may award one or more contracts as a result of this RFP. There are no set-aside designations or restrictions on the types of organizations that can respond, and the RFP is open to out-of-state vendors. The RFP does not provide details on incumbent vendors, current contractors, or existing infrastructure and technology that requires integration. The RFP also does not specify pricing terms, set-asides, funding requirements or sources, or any other salient commercial information.
