About this opportunity

The City of Cleveland, Department of Public Utilities, Division of Cleveland Public Power is requesting proposals for general engineering services under an RFP with proposals due September 3, 2026 at 12:00 p.m., and questions due August 20, 2026. CPP anticipates awarding one or more contracts for a two-year term, with task orders issued on competitive or rotational basis at CPP's discretion.

A 10% Cleveland Area Small Business participation goal applies; proposers must make good-faith efforts to utilize certified Minority Business Enterprise and Female Business Enterprise sub-consultants. All bidders and subcontractors with more than 50% interest must complete a Northern Ireland Fair Employment Practices Disclosure form per Cleveland Codified Ordinance Section 181.36 prior to contract award, or face ineligibility.

The scope encompasses professional services including conceptual system planning, feasibility studies, transmission and distribution system design, environmental studies, construction administration and inspection, load flow studies, fault analysis, and SCADA implementation. CPP has structured the RFP around four scenarios: distribution grid voltage transition via three-mile feeder consolidation with smart grid monitoring; interconnection study for 3MW solar photovoltaic with battery energy storage; 138kV transmission line commissioning with updated SCADA and PJM/NERC compliance; and new 138kV substation for large commercial client. Pricing must follow a Labor Rate Fee Table 2026 with fourteen position classifications ranging from Principal Engineers (PE credential, 15+ years) to Staff Assistants, including specialized SCADA Engineers and Construction Inspectors.

Proposers must demonstrate minimum ten years of engineering services experience. Prime consultant professional liability insurance must be at least $2,000,000; general liability coverage at least $2,000,000 per incident. Consultants must maintain Aspen One-liner, GE PSLF, Siemens PSS/E, AutoCAD, and Adobe/Bluebeam software and respond to service requests within 24 hours. A non-mandatory pre-proposal conference is scheduled for August 13, 2026. Technical evaluation occurs before fee review, scored on qualifications, experience, team structure, scenario response, presentation quality, contract acceptance, resource availability, local presence, and references. Proposals require separate sealed technical and fee components submitted via the City's e-Procurement Portal. Contract execution is required within ten business days of receipt.
