About this file

This is a scenarios document for general engineering services issued by Cleveland Public Power (CPP), a division of the City of Cleveland's Department of Public Utilities in Ohio. The document outlines four distinct project scenarios for which consultants must provide detailed proposals including approaches, deliverables, team roles and responsibilities, subconsultant involvement, and estimated hours with not-to-exceed budgets based on a Labor Rate Fee Table 2026. Scenario 1 involves transitioning a distribution grid by eliminating four 2400V substations and consolidating their loads to an existing 13.8 kV substation via new feeders spanning approximately three miles, incorporating smart grid elements for remote monitoring and control. Scenario 2 requires conducting an interconnection study for a distributed energy resource consisting of 3MW solar photovoltaic paired with battery energy storage, including evaluation of system impacts, point of connection determination, protective equipment specification, and cost estimation for CPP accommodations. Scenario 3 addresses commissioning a new 138kV transmission line linking two existing transmission lines with updated SCADA systems and compliance with PJM/NERC requirements, requiring development of a new commissioning plan, testing plan, project schedule, and budget. Scenario 4 involves engineering services for a new substation with a 138kV wholesale interconnection to serve a large commercial client, comprising four transformers, one switchgear building, two 138kV line terminals, and eight circuit breakers, excluding transmission line design and installation.

The CPP general engineering services contract is structured as an award to one or more qualified firms for a two-year period, with task orders to be issued on a competitive or rotational basis at CPP's discretion. Pricing for each scenario must be submitted on the provided Labor Rate Fee Table 2026, which establishes the fee structure for consultant services. No specific information regarding set asides, incumbent contractors, funding sources, or award amounts is provided in this scenarios document, as it functions as a technical description of potential project scopes rather than a complete procurement announcement.

Explain your approach, deliverables, team member roles and responsibilities, subconsultant roles and responsibilities, and estimate hours and NTE task budget on the Labor Rate Fee Table 2026 for each of the following scenarios:

Scenario 1: VOLTAGE TRANSISTION Distribution grid has four existing 2400V substations that are to be eliminated and their existing loads transferred to one existing 13.8 kV substation with sufficient capacity via new 13.8 kV feeders. The 2400V substations are near each other. Each 2400V substation consists of one 11.5 kV to 2400V 5MVA oil filled, air cooled transformer and a building housing switchgear for four 2400V, 400A feeders. The new distribution system will incorporate smart grid elements to allow for remote monitoring, operation, and sectionalization. The existing feeders are pole mounted either in street right of way or easements along back of properties. Two of the four substations have pole mounted annexes rated at 4.5 MVA. Maximum radial distance from 13.8 kV substation to farthest end of existing 2400V feeder is approximately 3 miles. Consultant is tasked with researching system conditions, developing a transition plan in collaboration with CPP, creating execution plans and preparing an EPC Contractor request for proposals. Consultant will act as Owner’s Engineer to perform EPC bid evaluation, conduct design oversight which includes EPC design review and major equipment procurement review. Additionally, the consultant will oversee EPC process compliance in relation to schedule, communication, document control, and inspections. The consultant will assist with RFI responses and payment application reviews.

Scenario 2: DISTRIBUTED ENERGY RESOURCE The utility has a request for distributed energy resource interconnection consisting of 3MW solar PV coupled with a battery energy storage system. The consultant is tasked with conducting an interconnection study to:

1. review DER interconnection submissions,

2. evaluate the DER impact on CPP system,

3. determine the point of connection,

4. define DER protective equipment requirements,

5. provide DER export limitations, and

6. create a scope of work and cost estimate for CPP tasks to accommodate the interconnection.

Scenario 3: TRANSMISSION COMMISSIONING The installation of a new 138kV transmission line to link two existing 138kV transmission lines with connections at two existing 138kV substations is near completion. There have been changes to the SCADA system, the substations, and PJM/NERC requirements since the construction documents were issued. Because of the changes, a new commissioning plan and updates to plans for connecting to the substations. The consultant is tasked with determining the work scope that needs to be completed based on the new conditions, creating a new commissioning and testing plan to start-up the new transmission line, and creating project schedule and budget to complete the items.

Scenario 4: NEW HIGH VOLTAGE SUBSTATION A new substation with a new wholesale 138kV interconnection to serve a new large commercial client. The substation will have four transformers, one switchgear building, two 138kV line terminals, and eight 138kV circuit breakers. The transmission line design and installation are not included in this scope. The wholesale interconnection application is underway based on the conceptual design of substation. The substation location is an undeveloped site that is not a brownfield. The consultant is tasked with researching system conditions, creating execution plans and preparing an EPC Contractor request for proposals for the new substation.
