About this file

This is a Supplemental Notice to Bidders issued by the City of Cleveland, Department of Public Utilities, Division of Cleveland Public Power (CPP), in connection with a general engineering services contract opportunity in Ohio. The notice requires all bidders and subcontractors with more than a fifty percent (50%) interest in the proposed contract to complete and submit a Northern Ireland Fair Employment Practices Disclosure form prior to contract award. The disclosure must be submitted either with the bid submission or to the Commissioner of Purchases and Supplies before any contract is awarded. Failure to complete and submit the disclosure form will result in the bidder's ineligibility for contract award. The disclosure form is mandated by Cleveland Codified Ordinance Section 181.36.

The disclosure requires bidders to indicate whether they or their controlling shareholders, subsidiaries, or parent corporations engage in any business or trading for profit in Northern Ireland. If a bidder checks that it does conduct business in Northern Ireland, it must either certify that it is taking lawful and good faith steps to engage in fair employment practices consistent with the MacBride Principles for Fair Employment in Northern Ireland, or provide attached documentation demonstrating such compliance. Any contractor or subcontractor that submits false information in the disclosure will be considered in default and automatically excluded from bidding on City contracts for a period of two years. The MacBride Principles document is available from the Office of the Commissioner of Purchases and Supplies for reference by bidders.
