About this opportunity
The Texas Department of Criminal Justice is requesting qualifications for a Construction Manager at Risk to develop and execute construction of a new Barracks of Quarters facility at the Clements Unit in Amarillo, under RFQ 696-FD-26-Q040, with qualifications submissions due August 13, 2026. A 3% subcontracting goal for building construction applies under Texas Government Code Chapter 2161, and respondents must demonstrate good faith efforts to engage certified VetHUB vendors across six categories.
Respondents must demonstrate five years of relevant CM@R experience in the public sector with a minimum of five completed projects of similar scope and complexity within the past ten years. The project encompasses 16,845 square feet of residential facility space (40 double-occupancy suites, recreation room, support facilities) located at 9601 Spur 591, Amarillo, Texas 79107. The estimated construction budget and Guaranteed Maximum Price for Cost of Work is $5 million. The total contract term is 14 months: six months for pre-construction services and design coordination, followed by eight months of active construction.
Compensation is structured in three components: a Pre-Construction Management Fee (to be negotiated with the highest-scoring firm), a Construction Management Fee expressed as a percentage of Cost of Work, and a not-to-exceed monthly General Conditions Fee covering bonds, insurance, project management and supervisory personnel, temporary facilities, background checks, health and safety, documentation, and waste disposal.
This is a two-step process. Step One closes August 13, 2026, at 3:00 PM Central Time; TDCJ will select up to five highest-ranked respondents to submit Step Two pricing responses due October 12, 2026, at 3:00 PM Central Time. Respondents must submit a bid bond deposit of 5% of the total GMP ($250,000). A non-mandatory pre-submittal conference and site visit are scheduled for July 16, 2026, at 9:00 AM, with advance registration required by July 14 at 3:00 PM. The projected award date is February 22, 2027.
All contractor personnel must comply with TDCJ Unit Rules and Regulations, including security escorts, background checks, tool inventories, and contraband prohibitions. A Subcontracting Plan demonstrating good faith efforts to recruit VetHUB vendors is mandatory for all respondents, whether prime or self-performing.
