About this file

This is a Construction Manager at Risk (CM@R) Response Form submitted by selected respondents to the Texas Department of Criminal Justice (TDCJ) for Project Number 696-FD-26-Q040, concerning the construction of a new Build-to-Suit (BOQ) facility at Clements Unit in Amarillo, Texas. The project anticipates a total construction timeline of 14 months, consisting of 6 months for pre-construction and design collaboration with TDCJ and the architectural/engineering firm, followed by 8 months of active construction. Respondents are required to submit this form at Step 2 of the selection process and must demonstrate their understanding of the project scope, site conditions, and work requirements as outlined in the RFQ documents.

The pricing structure requires respondents to propose a Pre-Construction Management Fee (not-to-exceed amount to be negotiated with the highest-scoring firm), a Construction Management Fee expressed as a percentage of the Cost of Work based on a hypothetical $5,000,000.00 total project cost, and a not-to-exceed monthly General Conditions Fee. The General Conditions Fee must account for bonds and insurance, project management and supervisory personnel for both office and field operations, temporary facilities and storage, background checks and employee identification, health and safety measures, construction documentation, transportation, parking, temporary barriers and signage, and cleaning and waste disposal. Respondents must provide itemized monthly cost breakdowns for personnel, bonds, insurance, temporary facilities, and all remaining costs, along with the total monthly General Conditions Fee for the 14-month base construction period. Authorized representatives must sign the form and, if applicable, provide corporate documentation demonstrating their authority to bind the organization.
