The City of Napa is requesting sealed bids for Citywide Striping — Phase 2, a traffic striping project on five roadways (Buhman Avenue, Patrick Road, West Lincoln Avenue, Redwood Road, and East Imola Avenue), with bids due August 7, 2026 at 12:00 p.m. via electronic submission through https://procurement.opengov.com/portal/cityofnapa. Bidders must hold a valid California contractor's license in Class A and/or C-32 classifications and be registered with the California Department of Industrial Relations to perform public works. Prevailing wage requirements under California Labor Code apply, with rates available on the Department of Industrial Relations website. All work must conform to California Department of Transportation standard specifications and plans (latest edition), the City of Napa Standard Specifications and Plans dated January 2022, and the current California Manual on Uniform Traffic Control Devices. The scope includes temporary traffic control devices, construction signage, traffic and pedestrian control plans, pavement markers (DB and Q types), thermoplastic and green pavement markings (methyl methacrylate resin systems), painted curbs, street signs, and signpost foundations across five locations. Work must be completed within 20 working days from Notice to Proceed, with construction anticipated to begin in Summer 2026. The contractor must maintain one lane in each direction at all times unless authorized otherwise and submit weekly closure schedules by noon Monday for the following Friday-to-Friday period. Nighttime work (8:00 p.m. to 6:00 a.m.) is required for paving operations at intersections of 1st Street, 3rd Street, and Silverado Trail.

The estimated construction cost is $530,000. Bid security equal to ten percent of the maximum bid amount is required. The successful bidder must provide payment and performance bonds each equal to 100% of the contract price within ten days of notice of award, plus a warranty bond at 15% of final contract price covering one year from project acceptance. Liquidated damages apply for each calendar day of non-excusable delay beyond contract time. Subcontractors performing work exceeding one-half of one percent of the bid price must be listed with DIR registration numbers. The contract will be awarded to the lowest responsible bidder. Bidders may submit written questions at least five working days prior to the bid deadline through the OpenGov portal. The project is subject to Title VI federal nondiscrimination requirements.
