About this file

This is a Technical Specifications document issued by the City of Napa, California Public Works Department for the Citywide Striping - Phase 2 Project (City Project No. 30230810). The project encompasses pavement striping and traffic control work on five locations: Buhman Avenue, Partrick Road, West Lincoln Avenue, Redwood Road, and East Imola Avenue. The project involves multiple components including temporary traffic control devices, construction area signage, traffic control plans, pedestrian control plans, pavement markers (both DB and Q types), thermoplastic traffic stripes, green pavement markings using methyl methacrylate (MMA) resin systems, painted curbs, street signs, and street signposts with foundations. Sealed bids are due by Friday, August 7, 2026, at 12:00 pm via electronic submission through the OpenGov procurement portal. The virtual bid opening is scheduled for July 2026. The work must conform to the Standard Specifications and Standard Plans of the California Department of Transportation (latest edition), the City of Napa Standard Specifications and Standard Plans dated January 2022, and the current California Manual on Uniform Traffic Control Devices.

Compensation for traffic control and pedestrian control plans is structured as a contract lump sum price for each of the five project locations (Buhman, Partrick, West Lincoln, Redwood, and East Imola), with pricing to include all labor, materials, tools, equipment, and incidentals. Pavement markers are priced on a unit basis, while traffic striping is measured by lineal foot and pavement markings are measured by square foot. All work must be completed in accordance with approved traffic control plans, with the contractor responsible for obtaining necessary permits, notifying residents, implementing traffic control measures, and maintaining one lane in each direction at all times unless otherwise authorized by the Engineer. The contractor must submit weekly closure schedules by noon Monday for the following Friday noon through Friday noon period, with amendments requiring at least three working days' advance notice. No work will commence prior to submittal and approval of a satisfactory traffic control plan, and all thermoplastic and MMA material placement requires Engineer authorization following cat-track review and approval.
