About this file

This document is a Special Provisions section for the City of Napa's Citywide Striping - Phase 2 Project (City Project No. 30230810), establishing supplementary requirements to the standard General Conditions contract. The project involves citywide striping work divided into five geographic areas: Buhman, Partrick, West Lincoln, Redwood, and East Imola. Sealed bids for this project are due by Friday, August 7, 2026, at 12:00 pm through electronic submission via the City of Napa procurement portal. The Notice to Proceed is expected to be issued in Summer 2026, following a pre-construction conference to be designated by the City. Prior to work commencement, the contractor must submit an on-site superintendent's information and qualifications, key project personnel contact details, staging and traffic control plans (signed by a licensed traffic engineer), a baseline work schedule, a breakdown of lump sum bid items, a submittal schedule with proposed material suppliers, and a utility coordination plan.

The contract establishes specific operational and administrative requirements including mandatory use of the Procore project tracking platform for all requests for information and submittals, with a minimum seven calendar day review period plus transit time required for each submittal. Working hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding legal holidays, with equipment operation restricted to 8:00 a.m. to 5:00 p.m. Notwithstanding standard hours, paving operations within the intersections of 1st Street, 3rd Street, and Silverado Trail must be performed during nighttime hours between 8:00 p.m. and 6:00 a.m. The contractor bears all costs for mobilization, material control, work control including debris management and disposal, traffic staging and control, and progress scheduling, with lump sum pricing for each geographic area covering all labor, materials, equipment, and incidentals. The City reserves the right to deduct costs from amounts due to the contractor for resubmittals reviewed more than twice, and contractors requesting work outside standard hours must submit written requests at least five working days in advance and cover all inspection service costs.
