About this opportunity
The City of Charlotte, North Carolina, is soliciting proposals for Citywide On-Call Fencing Installation and Repair Services through RFP #269-2026-142 to establish one or more contractors to provide fencing and gate services on an as-needed basis citywide. The procurement encompasses installation, repair, removal, and periodic maintenance of chain-link fencing, coated chain-link fencing, decorative steel fencing, gates, barbed wire, and animal deterrence systems in heights ranging from 4 to 10 feet for multiple city departments including Charlotte Douglas International Airport, Charlotte Water Department, Charlotte Area Transit System, and General Services. The contractor must respond to emergency security-related requests within two hours (approximately 10% of work volume) and standard repair requests within 24 hours, with pricing structured on a time-and-materials basis measured by linear foot for fence installations and removals and by individual unit for gates. Qualified contractors must demonstrate experience providing fencing services to public sector clients, maintain specified insurance coverage (automobile liability, commercial general liability, and workers' compensation), and provide employee certifications including Roadway Worker Protection Training for transit system work, AOA credentials for airport properties, and LiftMaster and Doorking factory certification for gate operator maintenance. A non-mandatory pre-proposal conference is scheduled for March 16, 2026, at 2:00 p.m. via Microsoft Teams; proposals are due by April 6, 2026, at 10:00 a.m. through the Bonfire e-Procurement Portal; and contract award is anticipated on June 8, 2026, with services commencing in July 2026. The evaluation criteria include qualifications, experience, proposed solutions, cost effectiveness, and acceptance of contract terms. The initial contract term is three years with options to renew for two additional two-year terms.
The City has established Minority-owned, Women-owned, and Small Business Enterprise (MWSBE) inclusion goals, and contractors must submit CBI Form 3 identifying planned MWSBE subcontractors and suppliers; failure to submit renders proposals non-responsive. The DBE Program Form and Environmental Purchasing Questionnaire are also mandatory submissions. All employees must pass background checks, and contractors must comply with federal contracting requirements including prevailing wage standards for work exceeding $100,000 and various civil rights and environmental regulations. Bidders must complete multiple certification forms including the Byrd Anti-Lobbying Certification, Certification Regarding Debarment and Suspension, and non-discrimination certifications, and must provide a minimum of three to five client references demonstrating comparable fencing service experience. No incumbent contractor is specified in the documentation, and the City reserves the right to award to one or multiple contractors based on evaluation results. While specific budget amounts or guaranteed minimum purchase volumes are not provided, historical utilization data indicates that Charlotte Water has used 1,022 to 3,462 linear feet of fencing annually, with multiple departments requiring cantilever and decorative gates, suggesting substantial annual utilization across the city's departments.
