About this file

This is a Proposal Submission Form for a Citywide On-Call Fencing Installation and Repair Services contract opportunity in North Carolina. The RFP seeks to establish one or more companies to provide fencing installation and repair services on an as-needed basis citywide, including the provision, installation, repair, and removal of existing city-owned fencing and gates to meet security requirements and protect facilities and property. Proposals are valid for 180 calendar days from the proposal due date. The form requires bidders to provide company legal name, representative contact information, and physical address.

The form establishes mandatory compliance certifications that bidders must acknowledge, including non-discrimination in subcontractor and supplier solicitation and selection based on race, ethnicity, gender, age, disability, or other unlawful grounds. Bidders must maintain documentation demonstrating non-discriminatory practices and provide this information to the City upon request. Additionally, bidders must disclose any complaints or legal proceedings filed within the past ten years alleging discrimination against subcontractors, vendors, or suppliers, along with resolution status and remedial actions taken. Bidders must certify that all proposal information is true, accurate, and complete, and that company owners, employees, directors, and contractors will not violate the City's Conflict of Interest Policy. False certifications constitute grounds for proposal rejection or contract termination.

2. For purposes of this Section, discrimination means discrimination in the solicitation, selection, or treatment of any subcontractor, vendor or supplier on the basis of race, ethnicity, gender, age or disability or any otherwise unlawful form of discrimination. Without limiting the foregoing, discrimination also includes retaliating against any person or other entity for reporting any incident of discrimination.
