About this file
This Request for Proposals (RFP #269-2026-142) is issued by the City of Charlotte, North Carolina, for on-call fencing installation, repair, and removal services to support multiple city departments including Charlotte Douglas International Airport, Charlotte Water Department, Charlotte Area Transit System, and General Services. The City seeks to establish one or more contractors to provide fencing and gate services on an as-needed basis, excluding new construction projects. Services include installation, repair, removal, and periodic maintenance of chain-link fencing, coated chain-link fencing, decorative steel fencing, gates, barbed wire, and animal deterrence systems in heights ranging from 4 feet to 10 feet. The RFP requires emergency response within two hours for security-related issues (approximately 10% of work) and standard 24-hour response time for other repairs. A non-mandatory pre-proposal conference is scheduled for March 16, 2026, at 2:00 p.m. via Microsoft Teams. Proposals are due by April 6, 2026, at 10:00 a.m. through the Bonfire e-Procurement Portal. Contract award is anticipated on June 8, 2026, with services commencing in July 2026. The initial contract term is three years with options to renew for two additional two-year terms via written amendment and City Council approval.
Pricing is based on time and materials with measurement by linear foot for fence installations and removals, and by individual unit for gates. All costs must be provided in U.S. dollars and must be all-inclusive of labor, materials, equipment, and supervision. The City has established MWSBE (Minority-owned, Women-owned, and Small Business Enterprise) inclusion goals and requires submission of CBI Form 3 identifying planned MWSBE subcontractors; failure to submit renders proposals non-responsive. Contractors must maintain specified insurance coverage and provide certifications for employees working on transit systems (Roadway Worker Protection Training), airport properties (AOA credentials), and gate operator maintenance (LiftMaster and Doorking factory certification). The contractor must comply with environmental purchasing preferences and submit detailed specifications for materials including galvanized steel chain-link fabric, posts, rails, gates, and concrete per ASTM standards. Attachment 1 provides estimated annual utilization by department, with Charlotte Water showing historical usage of 1,022 to 3,462 linear feet annually and multiple departments requiring cantilever and decorative gates. No incumbent information is specified, and the City reserves the right to award to one or multiple contractors based on evaluation of qualifications, experience, proposed solutions, cost effectiveness, and contract term acceptance.
