About this opportunity

The City of Cocoa, Florida is soliciting competitive sealed bids for city-wide contract mowing services across municipal properties, rights-of-way, and medians under ITB B2613COC, with bids due September 9, 2026 at 3:00 p.m. EST and written questions due August 21, 2026. The City intends to make a minimum of two awards and offers a 5% local-vendor preference to Brevard County contractors with a physical business address within the county.

Bidders must hold a current Florida commercial lawn maintenance license, maintain active business registration with the Florida Department of State, and demonstrate a minimum of five consecutive years of experience in lawn maintenance work of similar scope and size, supported by references from previous projects. All grass and vegetation must be cut to a uniform finished height of four inches with zero streaking, missed patches, or scalping; string trimming and edging must maintain the same four-inch minimum standard with scalping or chemical burning strictly prohibited. All clippings, litter, and green waste must be removed immediately from roadways, sidewalks, drainage structures, and adjacent hard surfaces; turf clippings are prohibited from being blown into storm drains, roadways, or neighboring properties. All designated locations within assigned service groups must be mowed consecutively and without interruption; unjustified delays, partial completion, or skipping of assigned locations within a cycle result in non-acceptance and deduction or short-pay of corresponding invoice line items.

The contract term is three years beginning October 1, 2026 and ending September 30, 2029, with two optional one-year renewals available by mutual agreement, not to exceed five total years. Service areas include Cocoa Boulevard (U.S. 1) medians spanning 47 segments encompassing approximately 211,000 square feet and King Street (S.R. 520) medians with 8 segments plus eastbound and westbound rights-of-way totaling approximately 252,000 square feet combined. Liquidated damages for failure to complete work on schedule range from $956 to $2,712 daily depending on contract value. No pre-bid conference will be held. No bid security is required. The successful bidder must execute the agreement within ten days of award.
