Summary of Exhibit B - AT413 MOA with the City of Cocoa

This document is a Memorandum of Agreement (MOA) executed between the City of Cocoa, Florida and a contractor for city-wide contract mowing services. The agreement establishes the terms for providing comprehensive, scheduled lawn maintenance services across various City-owned properties, rights-of-way, and medians. The contractor is required to furnish all necessary supervision, labor, equipment, materials, supplies, tools, transportation, and safety apparatus to deliver professional lawn maintenance services. Performance standards specify that all grass and vegetation shall be cut to a uniform finished height of four inches with a neat, clean, and level appearance free of streaking, missed patches, or turf scalping. String trimming and edging must maintain the same four-inch minimum height standard, with scalping or chemical burning strictly prohibited. All clippings, litter, and green waste must be removed immediately from roadways, sidewalks, drainage structures, and adjacent surfaces, with turf clippings prohibited from being blown into storm drains, roadways, or neighboring properties.

The agreement requires all designated locations within assigned service groups or routes to be mowed consecutively and without interruption, with unjustified delays, partial completion, or skipping of assigned locations within a cycle resulting in non-acceptance and deduction or short-pay of corresponding invoice line items. The contractor must maintain strict adherence to the established mowing schedule as directed by City Staff. The MOA establishes the framework for service continuity and quality standards while defining the contractor's obligations for route completion and schedule compliance throughout the term of the agreement.
