About this opportunity
The City of Stone Mountain is issuing a Request for Proposals (RFP) for Development Advisory Services related to The Lawn on Main project, a planned civic park and mixed-use development initiative located on approximately 3.47 acres in the historic downtown district. The procurement seeks a qualified development advisor to assist the City in structuring and managing a competitive procurement process to identify a qualified development partner and construction delivery team. Key services include project strategy and development packaging, preparation of a developer solicitation, market outreach and developer engagement, proposal evaluation and advisory support, and transaction and negotiation support. The envisioned project encompasses an amphitheater, splash pad, green space, restroom facilities, entry plazas, stormwater landscape areas, pedestrian connections, and hotel development to support tourism and establish Stone Mountain as a tourist destination. Qualifications required include demonstrated experience with similar municipal and tourism-oriented development projects, qualified project team members with expertise in hospitality or mixed-use development, demonstrated experience with public-private partnerships, and understanding of the City's strategic goals. Evaluation criteria include experience with similar projects, project team qualifications, PPP experience, understanding of project goals, proposed project approach and timeline, and cost of services. The optional pre-bid meeting is scheduled for Friday, April 10, 2026, at 1:00 p.m. on-site at 5308 W Main Street, Stone Mountain, GA 30083; questions must be submitted by Monday, April 13, 2026, to mdimov@stonemountaincity.org and mhelton@stonemountaincity.org; sealed bids are due no later than 2:00 p.m. on Monday, April 20, 2026, at City Hall, 875 Main Street, Stone Mountain, GA 30083, with public bid opening at 2:00 p.m. the same day; and the top three ranked firms will present to the Mayor and City Council on Tuesday, May 5, 2026.
The RFP does not identify any set-asides, disadvantaged enterprise restrictions, or specific organizational eligibility limitations that would restrict competition or award preferences. No incumbent vendor or current contractor information has been identified in the procurement documents, and no specific existing infrastructure or technology integration requirements have been specified. The RFP documents do not specify a maximum contract value, contract term, renewal options, or specific budget range for the development advisory services engagement. Proposals must include firm qualifications, project team identification, descriptions of at least three similar projects involving hospitality or mixed-use development, project approach and schedule, a fee proposal with payment schedule, and at least three municipal or public-sector client references. The City reserves the right to reject any or all proposals, waive irregularities, request additional information, and select the proposal determined to be in the best interest of the City. Upon selection, the City will negotiate a definitive agreement with the chosen development advisor, and the selected firm and proposal rankings will be publicly announced upon execution of the final agreement.
