About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for the Demolition 2025 Projects Round 2, an urban renewal initiative targeting six hazardous properties across the city. The project involves comprehensive demolition services, including obtaining demolition permits, complete structure removal, capping main sewer drains, breaking up concrete flooring, clearing brush, conducting inspections, backfilling lots, and seeding and haying the cleared areas. Targeted properties include 1848 Clearview Street, 524 Gibbons Street, 524 Rear Gibbons Street, 402 Theodore Street, 402 Theodore Street (Garage), and 1109 Poplar Street. Bidders must have a minimum of 5 years of experience under their current business name and provide a bid bond for 10% of the contract amount. Electronic bids must be submitted through the City's e-Procurement Portal by 10:00 am on Wednesday, July 30, 2025, with a deadline for questions on Friday, July 18, 2025. Prospective bidders are required to register on the portal, follow the project, and submit all bid documents electronically to receive automatic addenda notifications.
The procurement appears to be open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. The project is funded through the City of Scranton's municipal budget, with potential involvement of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program funds. While no incumbent vendors are explicitly mentioned, the project requires contractors to comply with federal certification regarding lobbying, Davis-Bacon wage rates, and prevailing wage requirements. Environmental screening has been completed for each property, with Pennsylvania State Historic Preservation Office (PA SHPO) providing "No Effect" determinations for archaeological resources, contingent on limited excavation and use of clean off-site fill. Although no specific budget range is provided in the documents, the project involves multiple properties and includes comprehensive demolition, asbestos abatement, and site restoration services, suggesting a potentially significant contract value. The anticipated Notice of Award is scheduled for August 5, 2025, with a projected Substantial Completion date of September 30, 2025.
