About this file
This document is an inspection report from Barry Isett & Associates, Inc. for the City of Scranton's Office of Economic and Community Development, focusing on a property located at 524-526 & 524 rear Gibbons Street in Scranton, Pennsylvania. On April 6, 2023, the engineering firm conducted an exterior site evaluation of the structure, determining that it exhibits significant structural failures that pose a potential hazard to public safety. The inspection was limited to an external visual assessment, with no interior access, and concluded that the structure requires repairs exceeding 85% of its value, though it was not classified as an emergency demolition situation.
The report, dated April 11, 2023, with a revision date of February 7, 2025, is addressed to Andrew Connors, the Blight and Redevelopment Specialist at the City of Scranton. While the document does not provide specific demolition costs or detailed repair estimates, it serves as a professional assessment supporting the potential inclusion of this property in the City of Scranton's Demolition 2025 Projects Round 2 initiative. The inspection report appears to be a preliminary step in the city's broader urban renewal and community development efforts to address potentially dangerous or blighted structures.

RE: 524-526 & 524 rear Gibbons Street, Scranton, PA 18504 City of Scranton Office of Economic and Community Development City of Scranton, Lackawanna County, Pennsylvania
Dear Mr. Connors, Barry Isett and Associates, Inc. visited the property known as 524-526 & 524 rear Gibbons Street, Scranton, PA 18504, on Thursday, April 6, 2023. During the site visit, the structure was evaluated for demolition. The evaluation was based on visual inspection of the exterior only. No portion of the interior of the structure was visible at the time of inspection. The conditions present in the field the day of the site visit of this structure show various structural failures that resemble a hazard to the public safety and welfare. The structure is also showing evidence of failures and damage to the roofing, wall construction, and finishes. In our opinion, the structure is beyond repairs that exceed 85% or more of the value but is not deemed an emergency demolition.
